Network Modeling of the U.S. Petrochemical Industry under Raw Material and Hurricane Harvey Disruptions

A geographically resolved network model of the U.S. chemical industry in 2017 is designed, and optimal chemical flows between units are calculated using linear programming. A baseline solution and three disruption scenarios (primary raw material disruptions, reported Hurricane Harvey ethylene cracker disruptions, and assumed capacity disruptions based on the Hurricane Harvey geographic storm track) are reported on to determine how the structure of the industry is modified to adapt to widespread and geographically specific disruptions. The calculated impacts of the assumed Hurricane Harvey disruption include 170 chemical units in 26 states that change production level as a result of supply chain disruptions during the storm. The systemic impact for the assumed Hurricane Harvey disruption is 19.3 million tonnes of gross chemical production. The day with the largest impact on gross chemical production shows a reduction from baseline operations of 1.3 million tonnes (42% of baseline). This model can be utilized for analysis of future disruption scenarios and to test resilience strategies, including impacts of new manufacturing configurations or technologies.

Analysis of Microgrid Locations Benefitting Community Resilience for Puerto Rico

An analysis of microgrids to increase resilience was conducted for the island of Puerto Rico. Critical infrastructure throughout the island was mapped to the key services provided by those sectors to help inform primary and secondary service sources during a major disruption to the electrical grid. Additionally, a resilience metric of burden was developed to quantify community resilience, and a related baseline resilience figure was calculated for the area. To improve resilience, Sandia performed an analysis of where clusters of critical infrastructure are located and used these suggested resilience node locations to create a portfolio of 159 microgrid options throughout Puerto Rico. The team then calculated the impact of these microgrids on the region's ability to provide critical services during an outage, and compared this impact to high-level estimates of cost for each microgrid to generate a set of efficient microgrid portfolios costing in the range of $218-$917M. Impact of Expanded North Slope of Alaska Crude Oil Production on Oil Flows in the Contiguous United States (Summary)

Crude oil produced on the North Slope of Alaska (NSA) is primarily transported on the Trans-Alaska Pipeline System (TAPS) to in-state refineries and the Valdez Marine Terminal in southern Alaska. From the Terminal, crude oil is loaded onto tankers and is transported to export markets or to three major locations along the U.S. West Coast: Anacortes-Ferndale area (Washington), San Francisco Bay area, and Los Angeles area. North Slope of Alaska production has decreased about 75% since the 1980s, which has reduced utilization of TAPS.

Impact of Expanded North Slope of Alaska Crude Oil Production on Crude Oil Flows in the Contiguous United States

The National Transportation Fuels Model was used to simulate a hypothetical increase in North Slope of Alaska crude oil production. The results show that the magnitude of production utilized depends in part on the ability of crude oil and refined products infrastructure in the contiguous United States to absorb and adjust to the additional supply. Decisions about expanding North Slope production can use the National Transportation Fuels Model take into account the effects on crude oil flows in the contiguous United States.
