Corrective Action Management Unit Report of Post-Closure Care Activities. Calendar Year 2020

he Corrective Action Management Unit (CAMU) at Sandia National Laboratories, New Mexico (SNL/NM) consists of a containment cell and ancillary systems that underwent closure in 2003 in accordance with the Closure Plan in Appendix D of the Class 3 Permit Modification (SNL/NM September 1997). The containment cell was closed with wastes in place. On January 27, 2015, the New Mexico Environment Department issued the Hazardous Waste Facility Operating Permit (Permit) for Sandia National Laboratories (NMED January 2015) to the U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) and its Management and Operating (M&O) contractor. The current M&O contractor is National Technology & Engineering Solutions of Sandia, LLC (NTESS). The Permit became effective February 26, 2015. The CAMU is undergoing post-closure care in accordance with the Permit, as revised and updated. This CAMU Report of Post-Closure Care Activities documents all activities and results for calendar year (CY) 2020, as required by the Permit.

Sandia National Laboratories (SNL) is a multi-purpose engineering and science laboratory owned by the U.S. Department of Energy (DOE)/National Nuclear Security Administration. SNL is managed and operated by Sandia Corporation (Sandia), a wholly-owned subsidiary of Lockheed Martin Corporation. Sandia National Laboratories, New Mexico (SNL/NM) is located within the boundaries of Kirtland Air Force Base (KAFB), southeast of the City of Albuquerque in Bernalillo County, New Mexico. The Mixed Waste Landfill (MWL) is located 4 miles south of SNL/NM central facilities and 5 miles southeast of Albuquerque International Sunport, in the north-central portion of Technical Area (TA)-III. The MWL disposal area comprises 2.6 acres. During operations, the MWL accepted containerized and other low-level radioactive waste and minor amounts of mixed waste from SNL/NM research facilities and off-site DOE and U.S. Department of Defense generators from March 1959 to December 1988. More specific information regarding the MWL inventory and past disposal practices is presented in the MWL Phase 2 RCRA Facility Investigation Report (Peace et al. September 2002) and the extensive MWL Administrative Record.

Mixed Waste Landfill Annual Long-Term Monitoring & Maintenance Report April 2017-March 2018

Sampling activities for this reporting period included two semiannual monitoring events each for groundwater and soil-vapor, and four quarterly monitoring events for radon. Annual soilmoisture monitoring was conducted in April 2017, and annual tritium surface soil sampling and annual biota sampling (metals and radionuclides) were conducted in August 2017. All monitoring activities were conducted in accordance with LTMMP requirements and no monitoring results exceeded LTMMP trigger levels. All monitoring results were consistent with historical MWL monitoring data.

This CAMU Report of Post-Closure Care Activities documents all activities and results for Calendar Year (CY) 2017 as required by the Permit. The CAMU containment cell consists of engineered barriers including a cover system, a bottom liner with a leachate collection and removal system (LCRS), and a vadose zone monitoring system (VZMS). The VZMS provides information on soil conditions under the cell for early leak detection. The VZMS consists of three monitoring subsystems, which include the primary subliner (PSL), a vertical sensor array (VSA), and the Chemical Waste Landfill (CWL) sanitary sewer (CSS) line. The PSL, VSA, and CSS monitoring subsystems are monitored quarterly for soil moisture concentration, the VSA is monitored quarterly for soil temperature, and the VSA and CSS monitoring subsystems are monitored annually for volatile organic compound (VOC) concentrations in the soil vapor at various depths. Baseline data for the soil moisture, soil temperature, and soil vapor were established between October 2003 and September 2004.

Sampling activities for this reporting period included two semiannual monitoring events each for groundwater, soil-vapor, and radon. Annual soil-moisture monitoring was conducted in April 2016, annual tritium surface soil sampling was conducted in August 2016, and annual biota sampling (metals and radionuclides) was conducted in September 2016. All monitoring activities were conducted in accordance with LTMMP requirements and no monitoring results exceeded LTMMP trigger levels. All monitoring results were consistent with historic MWL monitoring data. Inspections of the MWL final cover system, storm-water diversion structures, compliance monitoring systems, and security fence were performed in accordance with LTMMP requirements. Required maintenance and repairs were minor and were generally performed during the inspections. The Evapotranspirative (ET) Cover continues to meet successful revegetation criteria and is in excellent condition with even coverage of mature, native perennial grasses. Maintenance was performed during the reporting period as a best management practice for ET Cover vegetation, and included a lower level of effort relative to previous years. The purpose of ongoing ET Cover maintenance efforts is to promote the growth and health of the desired native grass species by reducing competition with weedy species for limited moisture and nutrients. Based on previous inspections, additional best management practice activities were conducted during this reporting period to improve the site and reduce long-term ET Cover and site maintenance. These activities included improvements to site access and drainage (i.e., improvements to the access and perimeter road) and the installation of erosion and burrow control measures at the ten perimeter monitoring well locations.

Corrective Action Management Unit Report of Post-Closure Care Activities (Calendar Year 2015)

The Corrective Action Management Unit (CAMU) at Sandia National Laboratories, New Mexico (SNL/NM) consisted of a containment cell, two treatment systems, and four associated waste staging and storage areas, and support areas; all were used for management of remediation wastes between 1997 and 2003. The U.S. Department of Energy and Sandia Corporation (Sandia) operated the CAMU in accordance with the requirements of: (1) The Class III Permit Modification Request for the CAMU (SNL/NM September 1997, as amended); and (2) Module IV of Permit NM5890110518, “Special Conditions Pursuant to the 1984 Hazardous and Solid Waste Amendments (HSWA) to Resource Conservation and Recovery Act (RCRA) for Sandia National Laboratory, U.S. Environmental Protection Agency (EPA) Identification Number NM5890110518,” August 1993, (EPA 1993, as amended) and subsequently administered by the New Mexico Environment Department (NMED). The CAMU underwent closure in 2003 in accordance with the Closure Plan in Appendix D of the Class III Permit Modification (SNL/NM September 1997). The containment cell was closed with wastes in place. Hazardous wastes were removed from all other CAMU systems and areas, and they underwent clean closure. The NMED approved completion of closure in May 2004 (Kieling May 2004). From May 2004 until February 2015, the containment cell underwent post-closure care (i.e., monitoring, inspections, maintenance, and repairs) in accordance with the Closure Plan. On December 19, 2014, NMED renewed the Hazardous Waste Facility Operating Permit (Permit) for Sandia National Laboratories. The renewed Permit was issued January 26, 2015 (NMED January 2015) with an effective date of February 26, 2015. The CAMU is undergoing post-closure care in accordance with the Permit.
