Toward a performance requirement for sensored conformable apertures

Technological advances provide new capabilities to increase the robustness of security systems, but can also potentially add new vulnerabilities. New capability sometimes requires new performance requirements. This paper outlines an approach to establishing a crucial performance requirement for an emerging intrusion detection sensor: the sensored net. Throughout the security industry, the commonly adopted standard for maximum opening size through barriers is a requirement based on square inches-typically 96 square inches (620.1 square centimeters). The dimensions of a flexible aperture, unlike those of standard rigid openings, are not fixed, but are variable and conformable. It has been demonstrated that a human intruder can move through a 96-square-inch opening that is conformable to the human body with ease. The longstanding 96-square-inch requirement itself, though firmly embedded in policy and best practice, lacks a documented empirical basis. This paper proposes to define a new requirements approach for flexible netting intrusion detection systems that is risk based and documented. An illustrative requirement is developed based on performance testing and statistical analysis to validate this approach. © 2012 IEEE.

Design of a physical security perimeter fencing system

Design of a physical security perimeter fencing system requires that security designers provide effective detection, delay, and response functionalities with minimal nuisance alarms. In addition, the designers must take into considerations the security fence system life cycle cost (equipment and grounds maintenance), complexity of the terrain, safety, and environmental conditions (location of where the security fence will be installed). Often, these factors drive the security designers to design a perimeter intrusion detection and assessment system (PIDAS) that includes: (1) larger than desired footprint, (2) one or more animal control fences to minimize the nuisance alarm rate (NAR), and (3) clear zones and an isolation zone to facilitate intrusion detection and assessment by keeping the fence lines clear of vegetation, trash, and other objects that could impede the security system's performance. This paper presents a two-tier PIDAS design that focuses on effective performance specifically in high probability of detection and low NAR that minimizes cost and the footprint of the system.

Final LDRD report :ultraviolet water purification systems for rural environments and mobile applications

We present the results of a one year LDRD program that has focused on evaluating the use of newly developed deep ultraviolet LEDs in water purification. We describe our development efforts that have produced an LED-based water exposure set-up and enumerate the advances that have been made in deep UV LED performance throughout the project. The results of E. coli inactivation with 270-295 nm LEDs are presented along with an assessment of the potential for applying deep ultraviolet LED-based water purification to mobile point-of-use applications as well as to rural and international environments where the benefits of photovoltaic-powered systems can be realized.

PNC/DOE Remote Monitoring Project at Japan`s Joyo Facility

The Power Reactor and Nuclear Fuel Development Corporation (PNC) of Japan and the US Department of Energy (DOE) are cooperating on the development of a remote monitoring system for nuclear nonproliferation efforts. This cooperation is part of a broader safeguards agreement between PNC and DOE. A remote monitoring system is being installed in a spent fuel storage area at PNC`s experimental reactor facility Joyo in Oarai. The system has been designed by Sandia National Laboratories (SNL) and is closely related to those used in other SNL remote monitoring projects. The Joyo project will particularly study the unique aspects of remote monitoring in contribution to nuclear nonproliferation. The project will also test and evaluate the fundamental design and implementation of the remote monitoring system in its application to regional and international safeguards efficiency. This paper will present a short history of the cooperation, the details of the monitoring system and a general schedule of activities.
