The U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) and National Technology & Engineering Solutions of Sandia, LLC (NTESS), the management and operating contractor for Sandia National Laboratories/California (SNL/CA), has prepared this addendum to Soil Sampling Results for Closure of a Portion of Solid Waste Management Unit #16 to report the results of additional soil sampling relating to the closure of a portion of Solid Waste Management Unit (SWMU) #16. This additional sampling was in response to a request by the San Francisco Bay Regional Water Quality Control Board (SFRWQCB) in their letters dated February 16 and August 18, 2022 relating to the detection of the benzidine above the defined project action level in a soil sample collected adjacent to the sanitary sewer line in borehole BH-056 (SFRWQCB, 2022A; 2022b).

The Sandia National Laboratories, California (SNL/CA) site comprises approximately 410 acres and is located in the eastern portion of Livermore, Alameda County, California. The property is owned by the United States Department of Energy/National Nuclear Security Administration (DOE/NNSA) and is being managed and operated by National Technology & Engineering Solutions of Sandia, LLC (NTESS). Operations at the SNL/CA facility consist of DOE statutory responsibilities for nuclear weapon research and design, development of energy technologies, and basic scientific research. Kier + Wright, as Qualified SWPPP Developer (QSD), puts forth this Storm Water Pollution Prevention Plan (SWPPP) for the SNL/CA Site Landscaping Project at Sandia National Laboratories/California (SNL/CA), 7011 East Avenue, Livermore, California (SNL/CA). The property is owned by the U.S. Department of Energy, and managed and operated by National Technology & Engineering Solutions of Sandia (NTESS), LLC. The project proposes landscape improvements throughout SNL/CA. Per the California State Water Resources Control Board’s (California State Water Board) Construction General Permit (CGP), a SWPPP is required when 1 acre or more of land is disturbed. The project site area exceeds the minimum acreage threshold of 1 acre and therefore requires SWPPP implementation. QSD has determined the sediment risk for this project, based on soil type at the site and starting and ending dates of construction, to be low (Section 3.4.1 and Appendix B). The Arroyo Seco Improvement Program (ASIP) is intended to provide active channel improvements and stream zone management activities that will reduce current flood and erosion risk while providing additional and improved habitat for critical species that may use the Arroyo Seco at the Sandia National Laboratories, California (SNL/CA). SNL/CA facility is operated by the National Technology and Engineering Solutions of Sandia, LLC (NTESS) under a contract with the U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA). On July 11, 2022, Sandia National Laboratories in California (SNL/CA) submitted a Response to Regional Water Quality Control Board Comments on Soil Sampling Results for Closure of a Portion of SWMU #16 in response to the February 16,2022 San Francisco Bay Regional Water Quality Control Board’s (SFRWQCB) letter requesting supporting information for the recommended closure of 7,700 linear feet of abandoned sewer lines. On August 18, 2022, SFRWQCB further requested a Sampling and Analysis Plan (SAP) for additional “step-out” sampling to delineate the potential presence of benzidine near borehole BH-056, which is located near the former sewer line. SNL/CA is in the process of contracting Weiss Associates (Weiss) to perform and oversee the boring, sampling, analysis, and report development to determine the potential presence and extent of benzidine. This document outlines the work that is anticipated, including the development of the SAP, to complete the investigation and submit a final report to the SFRWQCB. The work proposed by Weiss provides an estimated schedule for completing the investigation and developing the addendum Part II SAP for the project. In addition, Weiss provided a preliminary estimate of the sample locations (see Attachment A) which serve as addendum Part I of the SAP requested by the SFRWQCB. The contractor will submit the addendum Part II SAP, to satisfy the SFRWQCB requirement, before proceeding with any work.

The Sandia National Laboratories is a multi-mission laboratory managed and operated by National Technology & Engineering Solutions of Sandia, LLC (NTESS), a wholly owned subsidiary of Honeywell International Inc., for the U.S. Department of Energy's National Nuclear Security Administration (DOE/NNSA) under contract DE-NA0003525. In 2008, a Notice of Intent (NOI) was filed for the Sandia National Laboratories, California (SNL/CA) facility to be covered under the State Water Resources Control Board (SWRCB) Order No. 2006-0003-DWQ Statewide General Waste Discharge Requirements (WDR) for Sanitary Sewer Systems (General Permit) and was issued the WDID No. 2SSO11605. The General Permit requires a proactive approach to reduce the number and frequency of sanitary sewer overflows (SSOs) within the State. This report consolidates the requirements for an Exceedance Response Action (ERA) Level 1 and ERA Level 2 Action Plan for pH. A discharger’s baseline status for any given parameter changes to Level 1 status if sampling results indicate a Numeric Action Level (NAL) exceedance for that same parameter. NAL exceedance can be either of the following: (1) Instantaneous maximum NAL exceedance: Occurs when two or more analytical results for any single parameter within a reporting year exceed the instantaneous maximum NAL (for example for pH a value less than 6 or a value greater than 9); and (2) Annual NAL exceedance: Occurs when the average of all the analytical results for a parameter within a reporting year exceeds the annual NAL. A Discharger’s Level 1 status for any given parameter changes to Level 2 status if sampling results indicate a Numeric Action Level (NAL) exceedance for the same parameter while a Discharger is in Level 1.

The U.S. Department of Energy/National Nuclear Security Administration (DOE/ NNSA) and National Technology & Engineering Solutions of Sandia, LLC (NTESS), the management and operating contractor for Sandia National Laboratories/California (SNL/CA), has prepared this soil sampling results report for closure of a portion of Solid Waste Management Unit (SWMU) #16. The entire network of SNL/CA sanitary sewer lines, including building laterals, was identified as SWMU #16 under a Resource Conservation and Recovery Act (RCRA) Facility Assessment conducted for SNL/CA in April 1991 (DOE 1992). Along with the previous SWMU #16 investigation results (SNL/CA 2019), the results of this investigation are intended to support closure decisions by the San Francisco Bay Regional Water Quality Control Board (RWQCB), as discussed below. SNL/CA personnel completed upgrading its sanitary sewer discharge network in 2019. These upgrades included installing new sections of underground lines and decommissioning certain sections of the old piping system by capping in place. To date, several sections of the sewer line have been abandoned-in-place by capping as new sewer lines were installed or flow was rerouted to other existing lines. To formally close these abandoned sections of the sewer line, the RWQCB required that SNL/CA personnel collect soil samples to be analyzed for contaminants potentially released from the sewer lines. SNL/CA personnel hired Weiss Associates (Weiss) of Emeryville, California to prepare a sampling and analysis plan, implement the sampling plan and report the results of the investigation under Purchase Order #2166257. The Sampling and Analysis Plan for Partial Closure of Solid Waste Management Unit #16 (SAP) was submitted to the RWQCB on August 14, 2020 by Weiss on behalf of SNL/CA. The RWQCB approved the SAP on September 30, 2020 after Weiss updated the method detection limit and reporting limits for total polychlorinated biphenyls (PCBs) and individual aroclors. Soil sampling was conducted in accordance with the SAP except that fewer locations were sampled due to site constraints, as discussed below. This report presents the results of the sampling effort and documents all associated field activities including borehole clearing, soil sample collection, storage and transportation to the analytical laboratories, borehole backfilling and surface restoration, and storage of investigation-derived waste (IDW) for future profiling and disposal by SNL/CA waste management personnel.
