Overview of the Gulf Cooperation Council’s Emergency Management Center

December 2, 2025 | The CMC welcomed Dr. Amnah Ibraheem, Director of Emergency Operations and Senior Advisor to the GCC Emergency Management Center for a presentation on the Gulf Cooperation Council’s Emergency Management Center.

Dr. Ibraheem was previously a researcher at the International Institute for Strategic Studies. She specializes in the nuclear and energy policies of the Gulf states. Her expertise includes Gulf energy policy, nuclear security, and Gulf regional security.

She previously worked at the Global Security Directorate of Oak Ridge National Laboratory in Tennessee and has attended trainings at multiple U.S. national labs including Brookhaven National Laboratory in New York and Sandia National Laboratories in New Mexico. Amnah is a member of Middle East Next Generation of Arms Control Specialists (MENACS), a program of the James Martin Center for Non-proliferation Studies (CNS) at the Middlebury Institute of International Studies at Monterey.
