Verifying the Outer Space Treaty’s Nuclear Ban: Technical and Political Feasibility of In-Space Satellite Inspection

October 12, 2025 | The CMC welcomed Isobel Porteous, recent graduate of Stanford University, where she earned a bachelor of science in aeronautics and astronautics with honors in international security from the Center for International Security and Cooperation (CISAC). At Stanford, she published a thesis titled, “Verifying the Outer Space Treaty’s Nuclear Ban: Technical and Political Feasibility of In-Space Satellite Inspection,” which was awarded the William J. Perry prize. She now serves as head of business development at EarthTraq, a space startup firm developing satellite technology for GPS-independent positioning. Isobel led the Stanford Student Space Initiative’s Satellites team, successfully launching the Sapling spacecraft, Stanford’s first entirely student-built satellite. She also co-authored the space chapter of the Stanford Emerging Technology Review at the Hoover Institution, analyzing the use of new space technologies for U.S. national security.
