Legality of Military Space Activities: Gaps, Challenges and Avenues for Cooperation

March 31, 2026 | The CMC welcomed Nivedita Raju for a presentation on the legality of space weapons programs, associated activities, and the dialogues taking placing around them.

The discussion provided an overview of the legality of military space activities, focusing on ambiguous terms and gaps in space governance under the Outer Space Treaty and the UN Charter. Key challenges in space security governance and the status of talks at UN forums were presented. Also highlighted were the positions of key actors, particularly China and Russia, in space security forums as well as potential avenues for cooperation in the space domain.

Nivedita Raju is a Senior Researcher in the SIPRI Weapons of Mass Destruction programme. Her recent research explores opportunities for space-focused dialogue, trends in space security, the space-nuclear nexus, and transparency and confidence building measures.
