Material Control and Accountability for Chemical Supply Chains for Small to Medium Industry in Morocco

Overview:
On behalf of the U.S. Department of State’s Office of Cooperative Threat Reduction (CTR), Sandia National Laboratories (SNL) will conduct a four-day workshop for up to 20 representatives from government and small-to-medium industry to identify chemical security vulnerabilities associated with transport, storage, purchase, and sale of dual-use pharmaceuticals and agrochemicals. Participants will gain an understanding of the fundamentals of material control and accountability and develop chemical acquisition diagrams that map the flow of chemicals throughout the chemical lifecycle. In addition to modules on best practices for inventory management, this workshop will provide training on the identification of high-risk chemicals and their acquisition transfer points, that include port- to-facility, facility-to-facility, and facility-to-end user transit systems. Upon completion of the workshop, participants will have identified chemical security vulnerabilities for their supply chain and proposed mitigations to reduce risk from malevolent actors.
Intended Audience:
This workshop is designed to engage stakeholders from small-to-medium industry involved in the import, production, transport, or storage of pharmaceutical and agrochemicals as well as government agencies that regulate them.  Participants should be prepared to work collaboratively in groups and share perspectives related to material control and accountability, supply chain and chemical transport security, and roles/responsibilities of each represented government agency. There will be discussions and activities that require full participation. Meals, lodging, and transportation to and from the workshop location for those coming from outside Casablanca will be provided to select participants.
