In today’s evolving security landscape, the threat of radiological terrorism requires law enforcement agencies to be fully prepared to respond effectively. The Office of Radiological Security (ORS), in collaboration with Nuclear Smuggling Detection and Deterrence (NSDD), is pleased to offer a specialized International Radiological Security Awareness and Response (IRSAR) Law Enforcement Workshop designed to empower trainers from the Romanian Gendarmerie, police, and supporting agencies.

Purpose of the Course

The purpose of this IRSAR Train-the-Trainer course is to provide instructor and facilitator techniques, methodologies, and relevant practices to instructor candidates who will be responsible for training front line officers or maintenance providers in a classroom environment. This course aims to build a sustainable, standardized training capability within the Romanian Gendarmerie and local police to enhance coordination and enable a rapid, effective response to radiological and nuclear threats, particularly during large-scale public events and emergencies.

This initiative is consistent with a request from Romanian regulators and supported through a combined ORS and NSDD training approach that strengthens the overall security posture of Romania, Europe, and the United States.

Workshop Overview

This five-day collaborative training combines the expertise of ORS and NSDD to provide a comprehensive train the trainer program focused on radiological incident management, particularly at public events such as festivals. The workshop will equip participants with the knowledge and skills to:

  • Apply foundational instructor knowledge, skills, and abilities to support adult learning and deliver effective radiological security response training
  • Understand radiological threats and the motivations behind radiological terrorism
  • Identify and assess radioactive materials of concern, both within and outside regulatory control
  • Enhance tactical response capabilities for law enforcement and first responders
  • Operate radiation detection technologies effectively for situational awareness and interdiction
  • Develop customized “just-in-time” training curricula and realistic exercises tailored to agency needs
  • Foster interagency collaboration for coordinated radiological security response

Who Should Attend?

This workshop is primarily designed for Law Enforcement and Special Operations Trainers who will directly benefit from the content and serve as multipliers within their agencies. We also encourage participation from key supporting disciplines to enhance coordinated response efforts.

Learning Approach

Participants will engage in interactive, hands-on learning thro ugh scenario-based discussions, practical exercises, and teach-back sessions led by ORS and NSDD subject matter experts. By the end of the workshop, trainers will be fully equipped to deliver effective radiological response training, strengthening their agency’s readiness and contributing to public safety and national security.
