CMC emeritus and co-founder Kent L. Biringer retired from Sandia in 2015 after more than 39 years of service. At the time of his retirement, he managed the International Nuclear Threat Reduction Department. Mr. Biringer was part of a small team who envisioned and implemented the creation of the CMC in 1993 and wrote the proposal for the International Programs Building (today the CGSC).

Earlier Mr. Biringer served as manager of the Regional Security and Multilateral Affairs Department at the CMC where his department conducted research, analysis, training, and experimentation on technologies useful for monitoring international treaties and agreements and for regional confidence building in South Asia, the Middle East, and East Asia. Mr. Biringer also served as a manager of Government Relations at Sandia.

Mr. Biringer holds B.A. and M.A. degrees in mechanical engineering from Rice University and is a fellow in the American Society of Mechanical Engineers.
