Greg Dwyer is a nuclear threat reduction, arms control, and nuclear nonproliferation expert and senior leader with over twenty-four years of experience at the U.S. Department of Energy’s National Nuclear Security Administration (NNSA). He most recently served as the Director of NNSA’s Office of Nuclear Verification (2016-2025).

His career includes key roles in NNSA’s Arms Control Advancement Initiative (ACAI), the Next Generation Arms Control Experts (NextGen ACE) Program, the 1993-2013 U.S.-Russia Highly Enriched Uranium Purchase Agreement, onsite monitoring at North Korea’s Yongbyon nuclear complex (2008-
2009), and the U.S. New START Treaty Delegation in Geneva, Switzerland (2009-2010).

Greg has been directly involved in developing and executing nuclear threat reduction, WMD arms control, and strategic stability initiatives over multiple Presidential Administrations since 2001, leading applied monitoring and verification technical programs, executing multiple National Security Council-directed nonproliferation projects and programs, and expanding U.S. and international technical and policy collaborations.

He holds a Master of Arts in International Policy Studies and a Certificate in Nuclear Nonproliferation from the Middlebury Institute of International Studies at Monterey.
