A Complete Decision-making Framework Example: Puerto Rico
This reports provides a comprehensive application of the microgrid hardening framework using a coastal community in Puerto Rico as a case study. The case study community operates a solar photovoltaic (PV) and battery energy storage microgrid supplying critical loads such as a health clinic, water infrastructure, and an emergency shelter. The example explicitly evaluates all relevant hazards, calculates Risk Indices (RI) for each hazard, computes Priority Indices (PI) for all candidate mitigation strategies, and ranks mitigations across hazards to support informed resiliency investment decisions.
