Overhauled the makefiles to make them easier to use and more consistent with each other.
Rewrote the User_Manual to bring it up to date. Copied the content of the User_Manual, which is in the doc directory, to a readme.txt file in the main SLBM_Root directory. Readme.txt is a simple ascii text file that is very easy to access from the command line.
