Eubank Contractor Gate Closed – Monday, October 21, 2019

Sandia’s New Mexico contractor gate will be closed Monday, Oct. 21. Suppliers and contractors who currently use the gate have received a  notice that they must start accessing the base at the KAFB contractor gate starting Monday, October 21, 2019 in preparation for that gate to be accessible by commuters during the Eubank gate project.

Kirtland AFB Exercises - Sandia National Laboratories/NM site expects impacts on base access

Kirtland Air Force Base has notified tenants of the base that they will be conducting base-wide exercises in late October. During the exercises, access to certain areas of the base, including some parking areas, may be limited or restricted. Expect various disruptions during the exercises and be aware of the following possibilities:  

base-wide delays or restrictions entering/exiting base gates (100% ID check for base access)

base-wide shelter-in-place affecting base access.

Follow directions from KAFB law enforcement and emergency responders. Do not cross barriers, bypass road blocks, or attempt to access areas closed for exercise purposes. Be respectful, courteous and patient.

NNSA clarifies prohibition on use of CBD products

Members of the workforce are prohibited from using Schedule 1 drugs, regardless of state and local laws. Since marijuana extracts such as cannabidiol (CBD) and CBD oils are defined by the Drug Enforcement Administration as Schedule 1 drugs, Sandia screens for them. If you use one of these products, you are required to report it as part of the  DOE Reporting Requirements

NNSA recently issued guidance in the form of FAQ stating that CBD products that contain less than 0.3% THC are legal under the 2018 Farm Bill.  However, anyone who uses such products can’t know the amount of THC precisely, regardless of what product labels say. Given the prohibition on use of Schedule 1 drugs and the lack of certainty about CBD product content, Sandia strongly recommends that members of the workforce do not use any marijuana extract products, as their use could result in drug test failure.

NNSA also warns that “an active and knowing investment” in any marijuana-related business may affect security clearances.

Policy Implementation for Contractors: ‘U’ and ‘E’ cards are required at all Sandia sites by Laboratory Policy

Effective  August 5, 2019, SNL Laboratory Policy (SS008.2) 'U' and 'E' cards will be required for contractors at all sites to control access to information and facilities, and reduce risks of improper escorting.

Starting  July 16, 2019 contractors will be able to obtain both 'U' and 'E' cards as follows:

  • Uncleared individuals are provided a 'U' card at any SNL site badge office.
  • Call Security Connection to provide you with 'U' and 'E' cards at 505-845-1321.
  • Sandia Protective Force will provide both 'U' and 'E' cards at Gate 10.

An Escort 'E' is responsible for overseeing and controlling  uncleared individuals  ‘U’ who do not have the proper need-to-know or access authorizations for the limited or more restricted security areas. Currently, Sensitive Compartmented Information Facilities (SCIFs) have existing escorting practices and are exempt from this policy, while in transit in the limited area to the SCIF, the  ‘U’ and  ‘E’ cards must be displayed. 

The 'U' and 'E' cards:

  • Provide highly visible cues to identify uncleared individuals and their escorts
  • Provide a physical reminder when escorting responsibility is being transferred
  • Increase security awareness and enhance security culture

  • Security Message – Entering Kirtland Air Force Base gates

    When entering Kirtland Air Force Base (KAFB) gates, you must STOP your vehicle and hand your identification to a KAFB guard.
    • Only proceed through the gate after the guard has examined your identification and returned it to you.
    • Never proceed through the gate without stopping and handing your identification to a guard.
    • Once onsite, observe the ‘Stop Here on Red’ signs if you must stop at a light.
    • NEVER stop your vehicle on top of the red and white striped barriers.

    In emergency/security situations, KAFB guards will raise the barriers to prevent unauthorized access. Vehicles stopped or passing over a barrier will sustain damage.
