In preparation for the 2005 US/Russian Weapons Laboratories Directors Meeting, the six laboratories participating in the meeting endeavored to develop a strategy for nonproliferation technology research and development. A literature review was conducted to identify possible areas of technical collaboration and technology opportunities associated with improving nonproliferation associated with the civilian nuclear fuel cycle. The issue of multinationalization of the nuclear fuel cycle was also researched. This digest is the compilation of one-page summaries used by management of the three US nuclear weapons laboratories in preparation for strategy development. Atoms For Peace
Projections of the World Bank indicate that world energy demand is increasing and may more than double by 2050. Several political leaders have recognised the importance of nuclear energy to meet growing energy needs. Indeed, availability of a secure, economically viable energy source is a major factor in the developing world’s progress. This expansion, with the potential spread of sensitive material and technology that could be used to develop nuclear weapons, reinforces the need for a comprehensive strategy to counter or mitigate the proliferation risks. The International Atomic Energy Agency (IAEA) is qualified to lead in developing and promoting a systems approach to enrich and integrate the wide range of national and international efforts required to manage this risk. This paper addresses specific actions that the IAEA, with other bilateral and multilateral efforts, could undertake to facilitate the expansion of nuclear energy while managing security risks. © 2006 Inderscience Enterprises Ltd.
Red Teaming is an advanced form of assessment that can be used to identify weaknesses in a variety of cyber systems. it is especially beneficial when the target system is still in development when designers can readily affect improvements. This paper discusses the red team analysis process and the author's experiences applying this process to five selected Information Technology Office (ITO) projects. Some detail of the overall methodology, summary results from the five projects, and lessons learned are contained within this paper.
Although the Cold War has ended, the world has not become more peaceful. Without the stability provided by an international system dominated by two super-powers, local conflicts are more likely to escalate. Agreements to counter destabilizing pressures in regional conflicts can benefit from the use of cooperative monitoring. Cooperative monitoring is the collecting, analyzing, and sharing of information among parties to an agreement. Ground sensor technologies can contribute to the collection of relevant information. If implemented with consideration for local conditions, cooperative monitoring can build confidence, strengthen existing agreements, and set the stage for continued progress. This presentation describes two examples: the Israeli-Egyptian Sinai agreements of the 1970s and a conceptual example for the contemporary Korean Peninsula. The Sinai was a precedent for the successful use of UGS within the context of cooperative monitoring. The Korean Peninsula is the world`s largest military confrontation. Future confidence building measures that address the security needs of both countries could decrease the danger of conflict and help create an environment for a peace agreement.
