New Mexico Badging Information

Access to Kirtland Air Force Base (KAFB):

If you possess a DOE HSPD-12 credential, it must be registered in the KAFB Defense Biometric Identification System (DBIDS) to allow base access, however, the DBIDS offices often have very long wait times.

Our summit planning team will be submitting a Base Access List (BAL) to avoid these long wait times and will allow you to head directly to one of the base access gates (information below). In order to be put on the BAL, please send an email to avtello@sandia.gov with your Full Name, Date of Birth, Drivers License # and State, and Social Security Number NLT 5pm MST 2/18/25. Any late requestors will have to visit one of the DBIDS offices directly.

If you have any of the following identification documents, they may be used in place of DBIDS for access to KAFB.

  • DoD Common Access Card (CAC) – all versions
  • DoD Military Identification Card
  • DoD Guard and Reserve Dependent Identification Card
  • DoD Uniformed Services Identification and Privilege Card
  • Department of the Army Civilian Identification Card
  • Transportation Workers Identification Credential (TWIC)

Upon approaching the base access gate, please have your driver’s license, vehicle registration, and proof of insurance ready to present to the guard. Let them know that you are on the Base Access List for the DOE NA-11 Budget Summit.

KAFB DBIDS

If you choose to not provide the information listed above, please visit a DBIDS office (called visitor centers – see below for locations and hours of operation), and provide the following information:

  • Driver’s License
  • Registration
  • Proof of Insurance
  • (If the vehicle is a rental car) Rental agreement or receipt

Note: You can verify whether your HSPD-12 federal credential is registered in DBIDS by visiting a DBIDS office. DBIDS is an Air Force requirement and status of DBIDS registration cannot be checked at the SNL Badge Office (1st floor of IPOC).

  • Truman Gate Visitor Center; Open 24 hrs / 7 days a week; phone: 505-846-2676

For the Truman Visitor Center, stay in the right lane, and exit prior to the gate. You will see a sign for Visitor Center. You can register your credential for DBIDS inside.

Sandia National Laboratories New Mexico (SNL/NM):

Gaining access into building 905 will require registration of the DOE colleagues HSPD-12 into the SNL access-control system (ACS), if not already done during a previous visit. Prior to arriving, please visit IPOC, 1611 Innovation Pkwy SE, Albuquerque, NM 87123, 1st floor to the right, and request that your badge be entered into the system so you may have access to our pedestrian turnstiles and building badge swipes. IPOC office hours are 7:15am-3:00pm MST.

  • Eubank: 24/7 inbound/outbound
  • Truman: 24/7 inbound/outbound with Visitor Control Center
  • Gibson: 5:30am-7:30pm inbound/outbound
  • Wyoming: Weekdays: 5:30am-9:30am inbound/outbound; 3:30pm-5:30pm outbound only
  • Carlisle: Weekdays: 5:30am-9:30am inbound/outbound; 3:30pm-5:30pm outbound only
