Clearance Downgrade Request – Downgrading an individual’s clearance from a DOE Q to a DOE L when the duties of the current position require a lower level of access to classified information.
Effective Sep. 8, 2017, clearance downgrade requests and other clearance-related actions such initial requests, reinstatements, upgrades, extensions, and reciprocity, must be submitted via the Sandia Total Access Request Tool (START), a new online application. START will require cyber access to the Sandia Restricted Network (SRN). Those without SRN access may be sponsored for it if their SNL representative wishes to do so. Otherwise, an SNL contact must be engaged to submit START requests.
Note that all persons for whom a clearance and/or badging request is made must first be entered into Enterprise Person (EP), Sandia’s central repository of person data that is the foundational gateway to access within SNL. An active EP relationship with the correct SNL organization and within the period of performance of an active contract must exist. Complete and accurate data in EP is absolutely essential before any clearance or badging request via START can begin.
