the Gasoline Tanker and Sedan collision under an Overpass

This accident is exactly what the regulations were designed to protect RAM packages against. The amount of fuel burned in this accident was higher than the amount used in a regulatory fire test, but the conditions of the fire were not as severe as the regulatory fire.

In any real accident there is unlikely to be constraints that force the size of the burning pool of fuel to be between three and ten feet larger than the size of the package. Fuel that is burning at a distance greater than this from the package does not transfer as much of its thermal energy to the package.

CONCLUSION:
If a vehicle transporting a spent fuel cask was involved in an accident with a gasoline tanker and the entire contents of the tanker were to catch fire, it is certain that the cask would NOT release any radioactive material.
