White Paper for DIA/DT FYO8 - Call for University and Partnership White Papers

Please provide a white paper with the following sections:

  • Title:
  • Primary Technical Area To Be Addressed: [please provide a technology area and a few sentences that describe what aspect of the technology will be explored]
  • Budget needed for the first year and for completion:
  • Brief Statement of Basic Concept of Proposed Work:
  • Description of Proposed Work:
  • Identify Proposed Partner Institutions and Their Roles: [if appropriate a partnership or multi-university proposal]

Instructions for filling in the FY07 MASINT White Paper submittal form:

  1. Use Microsoft Word.
  2. Identify whether your proposal is a University or partnership proposal. This is the format for both. If the white paper is to be classified please mark the document appropriately, and submit it through classified channels (contact Colista Reynolds in advance to determine the best approach).
  3. Mark for Appropriate Classification Level, if needed.
  4. "Primary Technical Area to be Addressed": Please provide a technical area and a few sentences that describe what aspect of the technology will be explored.
  5. "Budget needed": Identify the proposal's total funding level and the total period of time (1 year, 2 years, etc). In addition, indicate how much funding is needed the first year. Example: "$300,000 over a total period of 2 years, first year funding of $175,000." Please remember to include adequate budget for purchases and for travel, especially to Consortium meetings. The twice yearly Consortium technology reviews are mandatory.
  6. "Brief statement of basic concept of proposed work": Provide a summary of what work is being proposed. This sentence or few sentences will be used in summary documentation during the review process.
  7. "Description of Proposed Work": Use a few paragraphs to a few pages to describe the effort you have in mind. Try to keep the white papers to 5 pages or less.
  8. Identify potential partners. List the primary Principal Investigator (PI) first and put "(PI)" after the name(s). PI information should include Name, organization, phone number, email address, and mailing address. You do not need to list other specific people if this is not fully determined yet, but do list expected participating institutions and their general roles. No formal agreement to do the work is necessary before identifying expected partners - we will accept changes when full proposals are submitted. When describing the expected role of each partner, briefly describe which portions of the research (system design, proof-of-concept item, fabrication, etc.) would be done by that partner - more detail about roles should be included in the "Description of Proposed Work" section.
