Call for White Papers for FY10

The National Consortium for Measurement and Signature Intelligence (MASINT) Research (NCMR) welcomes you to submit a White Paper highlighting the development of a novel technology that can potentially apply towards enhancing national security. 

A team of unbiased Intelligence Community (IC) subject matter experts (SMEs) will evaluate White Papers for recommendation to the Chief Scientist of the National MASINT Management Office (NMMO) for selection to submit full proposals.  

While the NCMR currently cannot support new projects due to fiscal constraints, funding will likely become available in FY10 after the signing of the Defense Appropriations Bill.  

After FY10 funding has been determined, the NCMR will send “Invitations to Propose.” IC SMEs will evaluate proposals and make recommendations for funding consideration.  Proposals selected for funding are required to present their projects twice annually at NCMR Semi-Annual Technical Reviews.

Instructions for FY10 NCMR White Paper submission:

  1. Visit www.ncmrprogram.org. 
  2. Register and provide the required information.
  3. Attach your White Paper as instructed or send appropriately marked classified submissions via SIPRNET to creynols@sandia.doe.sgov.gov

  5. For technical assistance, contact admin@ncmrprogram.org. 
  6. Papers are due October 9, 2009.

White Paper Requirements (Word document up to 5 pages)

  • Provide an “Executive Summary” in layman’s terms of your proposed work which indicates the “so what” of your idea. 
  • Provide a "Description of Proposed Work" to describe the effort you have in mind including who, what, when, where, why, and how.
  • Identify the funding required for each year of research up to three years.  Please include budget for minimal equipment purchases and travel.  Funded proposals are required to attend week-long, semi-annual NCMR Technology Reviews.
  • List the primary Principal Investigator (PI) first and put "(PI)" after the name(s)
  • Identify potential partners.  Formal agreement not necessary until proposal submission.  Briefly describe role of each partner (i.e. which portion of the research - system design, proof-of-concept item, fabrication, etc. they will accomplish). 
  • List expected participating institutions and their general roles.
