LTS Project Overview

The Department of Energy (DOE) Order 450.1 “promotes the long term stewardship of a site’s natural and cultural resources throughout its operational, closure, and post closure life cycle.”  As part of SNL’s Environmental Management System under DOE Order 450.1, SNL has developed a Long Term Environmental Stewardship (LTES) Program.  The LTES Program will provide the corporate framework for continued long-term stewardhip (LTS) of former Environmental Restoration (ER) sites; hence its timely implementation is critical to the success of LTS.  An LTS Implementation Plan (September 2006) describes current and future activities at SNL/New Mexico (SNL/NM) and SNL/California (SNL/CA) to support the general objectives of the LTS program, as well as the more specific objectives that have been or will be defined by regulatory requirements as part of site cleanup completions.

LTS for the legacy contaminated sites is defined as the physical controls, institutions, information, monitoring activities, and other mechanisms necessary to ensure protection of people and the environment at sites where the DOE has completed cleanup (e.g., landfill covers, remedial actions, removal actions, and facility stabilization).  LTS includes land-use controls, monitoring, maintenance, and information management.  LTS at SNL includes continued mitigation of risk from residual hazardous and radioactive contaminants still present at completed Environmental Restoration Project sites, as well as compliance with regulatory and DOE requirements to confirm protection of human health and the environment.
