CHAPTER V –TRAINING

5-1.0 GENERAL
- Personnel shall be properly trained before they are assigned to any explosives operations or operate any explosives-transport vehicle. The training for explosives work, which serves to assist in conducting work safely and developing safety awareness, shall ensure that personnel:
- Develop and maintain a safe attitude towards work with explosives.
- Define and understand the potential hazards involved.
- Learn correct skills to perform tasks safely.
- Are prepared for unexpected hazardous conditions.
- Read and understand the appropriate operating procedures.
5-2.0 SUPERVISORY RESPONSIBILITY
- The supervisor shall be responsible for:
- Determining the required training for personnel.
- Verifying that training has qualified the worker to perform assigned tasks safely and efficiently
- Ensuring that the worker can perform required emergency duties.
- Providing on-the-job training.
- Continually updating worker training.
5-2.0S SUPERVISORY RESPONSIBILITY
Managers shall ensure that Members of the Workforce complete the required training identified below prior to performing the indicated work activity or fulfilling the indicated role. Untrained Members of the Workforce may temporarily work under the direct supervision of an appropriately qualified Member of the Workforce if the conditions/limitations of such work are documented (e.g., specific activities and duration) prior to performing the work.
- Supervisors (e.g., managers, leads, etc.) shall be responsible for:
- Ensuring personnel satisfactorily complete XPL
160-161, Basic Explosive Safety.
- Ensuring personnel satisfactorily complete XPL 400 Series, as required.
- Ensuring personnel satisfactorily complete XPL 160R, Basic Explosive Safety Annual Refresher, as applicable.
- Determining appropriate job-specific on-the-job explosive training.
- Providing job-specific on-the-job explosive training to be completed by the individual.
- Documenting completion of job-specific explosive training. Examples of documentation can be found in Attachments 5-1, 5-2, and 5-3. While the use of these attached forms is recommended, it is not mandatory. However, these attachments provide the required information and signatures needed for documentation.
- Ensuring personnel read all applicable TWDs, SOPs, OPs, etc.
- Providing additional training as necessary (e.g., specialized trainingand equipment-specific training).
- The manager shall sign-off on all on-the-job training certifications for personnel appointed within their organization.
- Individuals responsible for developing and conducting job-specific explosives training shall have appropriate education, training, and skills to properly manage this responsibility. Managers shall verify that individuals responsible for developing and conducting job-specific explosives training have the appropriate education, training, and skills to do the job. See ESH100.2.GEN.2, Determine, Complete, and Document Required ES&H Training for instructor qualification requirements.
- Complete XPL 180, Explosive Safety for Managers, as appropriate.
- Each organization shall have a training and qualification program and shall establish qualification requirements. Paragraph 3.0b, below, is an example.
- Completion of training should qualify the worker to perform a task for a specific period of time. The following items should govern maintenance of qualifications.

At the end of the initial qualification period, qualification may be extended for subsequent specific time periods if:
- The worker has successfully performed the task during the preceding six months and has read and understands the current operating procedures; or
- The worker has completed refresher training and is again found to be qualified by his or her supervisor.

Retraining in areas of weakness should be required of workers who do not demonstrate job proficiency or who subsequently violate safe practices. |

When an operating procedure is modified, all personnel using that procedure should be retrained in the modified procedure. |

An employee should not be permitted to continue working with explosives if the supervisor, with counsel from medical personnel, determines that he or she is unable to perform the task safely. Possible reasons include:
- Physical injury or illness.
- Disease.
- Mental or emotional disturbances.

Training records should be maintained for each worker, with the following information included:
- Description and dates of training received.
- Description and dates of refresher training.
- A signed "statement of understanding" for operating procedures
- Attendance at safety meetings and participation on safety committees.
- Qualification review by supervisor.

The supervisor may temporarily authorize an employee who has not completed the required training to perform a task under the following conditions:
- The supervisor determines that the employee has a working knowledge adequate to perform the task safely
- A qualified person directly supervises the work.
- Hazardous materials information and training programs are required for personnel who work with explosives and hazardous materials used in conjunction with explosives operation. Training should include:
- Information on the physical and health hazards.
- The purpose and proper use of engineering controls, work practice controls and protective equipment.
- Labeling systems and MSDS terms.
- Methods to detect the presence or release of hazardous materials in the work area.

- Before employees are authorized to participate in explosive operations at Sandia, they must be properly trained and understand the hazards and safe practices associated with this work. As a minimum, they must complete:
- XPL 160-161, Basic Explosive Safety.
- MOW must successfully complete this course at the following intervals: one-time requirement, when a major course rewrite is implemented (The course program owner will determine when a rewrite requires retraining.), or when directed by the appropriate manager or other authority.
- XPL 400 Series, as required.
- XPL 160R, Basic Explosive Safety Annual Refresher (as applicable).
- Complete job-specific OJT explosive training. Documentation of job-specific explosive training is required. Examples of documentation can be found in Attachments 5-1, 5-2, and 5-3. While the use of these forms is recommended, they do not have to be used. However, these attachments provide the required information and signatures needed for documentation.
- Read all applicable TWDs, SOPs, OPs, etc.
See HR100.2.1, Identify and Complete Sandia Required Training for all Members of the Workforce, for the corporate Sandia-required training policy.
- Personnel in charge of UXO removal or disposal should be US citizens and shall have successfully completed training at a
United States Military Explosives Ordnance Disposal (EOD) school. Personnel shall provide documentation of completed training and have a minimum of 18 months operational EOD experience. All personnel engaged in operations shall be thoroughly trained in applicable UXO recognition and explosives safety.
- Personnel performing UXO removal/disposal shall have completed training at a US Military EOD school or have equivalent training and or experience. All other personnel engaged in operations shall be trained thoroughly in applicable UXO recognition and explosives safety.
- Personnel requiring access to areas known or suspected to contain UXOs shall be required to complete UXO awareness training and comply with any site-specific additional UXO area access requirements. Sites containing UXOs shall establish site-specific UXO awareness training.
