Applicability, Exceptions, and Consequences

This corporate procedure applies to all Sandia National Laboratories (SNL) organizations, all management elements, all SNL sites, and all Members of the Workforce.

Granting or permitting exceptions or violations of policy, process, or procedure without authority, regardless of position or title, may be cause for disciplinary action up to and including termination of employment. Planned Releases

Plan for Releases Managers of operations that involve a planned release of any process-related solid, liquid, or gas into the environment or sewer system
  • Obtain appropriate National Environmental Policy Act (NEPA) approvals (see ESH100.1.EP.2, Implement NEPA, Cultural Resources, and Historic Properties Requirements).
  • Obtain required permits per NEPA process.
  • Notify the applicable hotline (see ESH100.3.1, Prepare for and Manage Emergencies) before the planned release will occur.
  • Have the Interdisciplinary Team (IDT) review new operations involving releases into the environment or sewer system at SNL/CA.

 

Unplanned Releases

Handle Unplanned Releases Members of the Workforce
  • Immediately report, as per ESH100.3.1, Prepare for and Manage Emergencies, any unplanned release, regardless of amount or location, of any radioactive material or regulated solid, liquid, or gas to the applicable emergency or non-emergency hotlines listed in the Table 1, Emergency and Non-Emergency Phone Numbers.
  • See ESH100.3.1, Prepare for and Manage Emergencies, and ESH100.2.ENV.4, Manage Oil and Fuel Storage, for further information. See the Chemical/Radioactive Release Information Sheet [SF 2001-CRR [Word file/Acrobat file] for information that will be requested when making the report.
  • Notify your division ES&H team immediately and provide the time, date, quantity, etc.
Report Deviations from Normal Operating Conditions Managers of permitted processes (such as, air discharges or wastewater discharges)
  • Report, as per ESH100.3.1, Prepare for and Manage Emergencies, any significant deviation from normal operating conditions to the applicable emergency or non-emergency hotlines listed in the tables below. Examples of deviations include:
    • Equipment breakdown that causes excess emissions.
    • Changes in character or amounts of discharges from processes.
    • Interruption of a process to address a situation or release.
    • Activation of Site Emergency Response Teams or emergency procedures.
    • Unscheduled maintenance that must be reported in advance.
  • Notify your division ES&H team immediately and provide the time, date, quantity, etc.
Report Deviations from Normal Operating Conditions Managers Direct personnel to preserve, to the extent feasible, and document evidence of accidents involving unplanned releases.
