Applicability, Exceptions, and Consequences

This corporate procedure applies to all Sandia National Laboratories (SNL) organizations, all management elements, all SNL sites, and all Members of the Workforce.

Granting or permitting exceptions or violations of policy, process, or procedure without authority, regardless of position or title, may be cause for disciplinary action up to and including termination of employment. Procedure Overview

This procedure applies to the transfer of occupancy and temporary and permanent shutdown of operations and processes within space and facilities at Sandia-controlled premises.

This procedure does not apply to the partial shutdown (temporary or permanent) of operations and processes. Members of the Workforce should contact their operations lead at SNL/NM, the facilities support contact at SNL/CA, or the range manager at TTR for assistance and approval regarding partial shutdowns.

Procedure Requirements

Placing a Facility in Standby Mode

Step Responsible Individual Required Action
1 Assigned tenants at SNL/NM, TTR, and SNL/CA

Submit a facilities service request (at SNL/NM), contact the facilities support contact (at SNL/CA), or the range manager (at TTR) to:

  • Request a change in facility utilization.
  • Obtain facilities-related information and guidelines for incurring costs.
2 Assigned tenants at SNL/NM, TTR, and SNL/CA Notify the organizational ES&H coordinator of the expected standby mode dates.
3 Assigned tenants at SNL/NM, TTR, and SNL/CA Arrange for owners of classified material to remove the material from the facility.
4 Assigned tenants at SNL/NM, TTR, and SNL/CA Arrange for the removal of hazardous waste and hazardous waste containers. Consult the appropriate waste pickup contact for waste pickup.
5 Assigned tenants at SNL/NM, TTR, and SNL/CA Arrange for the removal and storage of all hazardous material.
6 Assigned tenants at SNL/NM, TTR, and SNL/CA Arrange for the preservation and/or protection (e.g., administrative lockout) of remaining equipment and systems.
7 Assigned tenants at SNL/NM, TTR, and SNL/CA Consult the environmental permit contact to make any changes to existing permits.
8 Assigned tenants at SNL/NM, TTR, and SNL/CA Ensure remaining hazards (e.g., confined spaces, fixed contamination) are identified and controlled.

Transferring Accountability of a Facility

Step Responsible Individual Required Action
1 Assigned tenants at SNL/NM, TTR, and SNL/CA Contact the center space coordinator to request the return of the space.  Adhere to SNL’s space return policies.
2 Assigned tenants at SNL/NM, TTR, and SNL/CA Maintain all environmental permit requirements for the facility until the transfer is complete.
4 Assigned tenants at SNL/NM, TTR, and SNL/CA Arrange for the removal of all programmatic equipment and associated systems and material from the facility unless exempted by the operations lead (at SNL/NM) or the facilities support contact (at SNL/CA).
5 Assigned tenants at SNL/NM, TTR, and SNL/CA Consult the environmental permit contact to make any changes to existing permits.
6 Assigned tenants at SNL/NM, TTR, and SNL/CA Ensure remaining hazards (e.g., confined spaces, fixed contamination) are identified and controlled.

Inspecting Inactive Facilities in Standby Mode

Step Responsible Individual Required Action
1 Assigned tenants at SNL/NM, TTR, and SNL/CA Contact the operations lead (at SNL/NM) for information about facilities inspections of inactive facilities.  Consult the facilities support contact to arrange for monthly preventive maintenance inspections of inactive facilities (at SNL/CA).
2 Assigned tenants at SNL/NM, TTR, and SNL/CA Consult the environmental permit contact to make any changes to existing permits.
3 Assigned tenants at SNL/NM, TTR, and SNL/CA Ensure remaining hazards (e.g., confined spaces, fixed contamination) are identified and controlled.

Activating Facilities in Standby Mode

Step Responsible Individual Required Action
1 Assigned tenants at SNL/NM, TTR, and SNL/CA

Two months prior to anticipated start-up, submit a Facilities Service Request (at SNL/NM), contact the facilities support contact (at SNL/CA), or the range manager (at TTR) to:

  • Request a change in facility utilization.
  • Obtain facilities-related information and guidelines for incurring costs.
2 Assigned tenants at SNL/NM, TTR, and SNL/CA Notify the organizational ES&H coordinator of the date that the facility will be reopened.
3 Assigned tenants at SNL/NM, TTR, and SNL/CA Provide the operations lead with a project/task to use in restarting labor and material charges.
4 Assigned tenants at SNL/NM, TTR, and SNL/CA Consult the environmental permit contact to make any changes to existing permits.
5 Assigned tenants at SNL/NM, TTR, and SNL/CA Ensure remaining hazards (e.g., confined spaces, fixed contamination) are identified and controlled.
