Applicability, Exceptions, and Consequences

This corporate procedure applies to all Members of the Workforce who perform activities supporting the establishment or verification of readiness for the startup and restart of Sandia nuclear facilities, activities, and operations.

Changes to the implementing document (GN470109) require National Nuclear Security Administration/Sandia Site Office (NNSA/SSO) approval in accordance with DOE O 425.1D

Procedure Overview

This procedure provides process instructions for the verification of readiness for startup of new Hazard Category 1, 2, and 3 nuclear facilities, activities, and operations, and for the restart of existing Hazard Category 1, 2, and 3 nuclear facilities, activities, and operations that have been shut down. The readiness reviews, Operational Readiness Reviews (ORRs) or Readiness Assessments (RAs), are not intended to be line management tools to achieve readiness. Rather, the readiness reviews provide an independent verification of readiness to start or restart operations.

This new procedure is required as the vehicle to implement new stand-alone procedure GN470109, Implementing the Startup and Restart Process for Nuclear Facilities, Activities, and Organizations.  Substantive changes have been made to the Sandia readiness process for Hazard Category 1, 2, and 3 nuclear facilities as the result of Sandia implementation of DOE O 425.1D, Verification of Readiness to Start Up or Restart Process for Nuclear Facilities, Activities, and Organizations, and is substantively revised as compared to the prior process described in the MN47017, Safety Basis Manual. DOE O 425.1D requires the new GN470109 to be concurred in by the Sandia Site Office.
