This corporate procedure applies to all Members of the Workforce and visitors:
- Whose activities on Sandia-controlled premises involve vehicles, motorized equipment, powered carts, bicycles, and pedestrians.
- Who operate government vehicles while on official Sandia business.
Exceptions to, or deviations from, this procedure must be approved through the Executive Policy Sponsor or Policy Area Manager, if delegated. Granting or permitting exceptions or violations of policy, process, or procedure without authority, regardless of position or title, may be cause for disciplinary action up to and including termination of employment. Violating a policy, process, or procedure may be cause for disciplinary action up to and including termination of employment.

This procedure outlines the traffic safety rules for motorists and pedestrians at Sandia National Laboratories.

- Yield the right of way to emergency and security response vehicles when one approaches from any direction and is using flashing lights and/or sirens, as follows:
- Clear the intersection.
- Pull to the right side of the road.
- Stop, and remain stopped until the emergency vehicle has cleared the area.
- Do not pass vehicles yielding to a pedestrian.
Caution: At SNL/NM, Members of the Workforce and visitors are subject to traffic citations issued by Sandia and KAFB security police. At other Sandia-controlled premises, Members of the Workforce and visitors are subject to applicable state and site-specific citations.
Notes:
- The basic rules of the road apply to all two-wheel vehicles which include motorcycles, motor-driven cycles, mopeds, or bicycles with a motor attached. Mini bikes, tote-goats, trail bikes, and similar vehicles may fall within the definition of motorcycle, motor-driven cycle, or motorized bicycle. If any of these vehicles are operated on Sandia premises, they must meet applicable equipment, registration, licensing, and operation requirements
- Members of the Workforce on Sandia-controlled premises, outside of Kirtland Air Force Base (KAFB), are subject to the requirements in this section and the traffic rules applicable to the state and site in which they are located.

- If you are an operator of a rescue recon vehicle that is DOT rated, obtain a Class E license with equivalent training (CEVO).
Note: Members of the Workforce who operate emergency or security response vehicles may deviate from traffic rules (including speed limits) when responding to an emergency while using flashing lights and/or sirens, when reasonably necessary. However, this does not relieve Members of the Workforce from the requirement to drive with due regard for public safety, nor does it protect drivers from the consequences of reckless disregard for the safety of others.

- Have a valid driver's license that complies with the classification of the vehicle or motorized equipment being operated.
- Ensure that passengers buckle seat belts and use shoulder harnesses on vehicles and motorized equipment so equipped, including the use of infant/child restraint devices, before operating the vehicle.
- Report to your managers any traffic citation or accident incurred while on Sandia business and off-the-job citations that might affect your right to operate a vehicle. See ESH100.4.RPT.5, Report Vehicle Accidents and Property Damage, for more information.
- Reduce speed when approaching a pedestrian within any marked or unmarked crosswalk; take any other actions to ensure pedestrian safety.
- Allow a distance of no less than 5 feet when passing bicyclists.
- Ensure that motorized equipment driven at less than 25 mph in areas where the posted speed limit is greater than 25 mph displays a slow-moving-vehicle emblem or a flashing yellow light on the center rear section of the equipment. Note: A slow-moving vehicle emblem is a fluorescent yellow-orange triangle.
- Do not use electronic devices while operating a motor vehicle while on SNL official business (this includes rental cars) or while driving on KAFB (whether on official business or not) unless a hands-free device is used. Members of the Workforce who do not own such a device must pull over and park the vehicle prior to using an electronic device. Note: Acceptable hands-free devices include speaker phone capability and wired or wireless devices that eliminate the need for the user to hold the phone or other device while operating the vehicle.
- Do not use cellular phones in or near (about 50 feet from) base gates. SNL/NM.
- Do not use or authorize the use of SNL vehicles or motorized equipment for purposes other than official Sandia purposes.
- Do not operate portable headphones, earphones, or other similar devices while operating a vehicle or motorized equipment.
- Do not smoke while operating government vehicles or motorized equipment.
Special Note: Land mobile radios (LMR) are primarily listening devices and are not restricted. Other devices, used only in push-to-talk (walkie-talkie, direct connection) mode are considered LMR if required and issued for the performance of official duties.

- Inside technical areas. Between Technical Areas I, II, and IV and Building 996, using 9th Street.
- Buildings 956, 957, 870, 858, 857A, and 897 and T-City using Gate 10 and “N” street (the center driveway through the parking lot south of Building 825).
- Hardin and 20th street may be used to access Fleet Services for maintenance and refueling. (See link for cart path map on the Traffic Safety homepage).
- On H Street across Wyoming Boulevard to the Air Force Gas Station on 1st Street, but only during the hours 8:30 to 11:30 a.m. and 1:30 to 3:30 p.m., Monday through Friday.
- To the Explosives Test Facility (Building 905), using the cart path located to the south of and parallel to Hardin Boulevard.
- Do not drive carts:
- To the 6000 Igloo Area.
- Off KAFB for any reason other than accessing the Innovation Parkway Office Complex (IPOC) facility through the Eubank Gate with designated Low Speed Vehicles (LSVs) only. Check with Fleet Services to determine if your cart is a street legal LSV.
- On Pennsylvania Avenue.
- On Wyoming Boulevard, except to cross to the Air Force Gas Station.
- On Powerline Road.
- On Hardin Boulevard, west of 9th Street.
- On streets where the posted speed limit is greater than 25 MPH.
Notes:
- Carts (such as EZ-GO, Club Cars 2007 and older, Mighty Mites, Tiger Trucks, and Cushman) can only be driven on streets where the posted speed limit is 25 MPH or less. These carts are not designated as a LSV.
- City of Albuquerque and New Mexico State Law state LSVs may only be used on roadways where the posted speed limit is 35 MPH or less. Since the speed limit on Eubank is 40 MPH, LSVs are only allowed outside the Eubank Gate corridor to access the IPOC facility. GEM and Club Car Electric LSVs are currently designated as street legal.

- Turn the motorcycle’s headlights on, day and night.
- Operate motorcycles on designated roads.
- Ensure that:
- The handlebars are not higher than 15 inches above the level of the seat when the seat is fully depressed. Note: CA Vehicle Code requires that a person not drive a two-wheel motorcycle that is equipped with handlebars so positioned that the hands of the driver, when upon the grips, are more than six inches above his or her shoulder height when sitting astride the seat.
- The motorcycle is able to make a 90-degree turn in less than 14 feet.
- The motorcycle has two rearview mirrors, one located on each handlebar.
- Do not:
- Park on lawns, walkways, or adjacent to buildings.
- Wear tinted shield, goggles, or glasses that obstruct or reduce vision after dusk and before dawn.
- Operate two or more motorcycles abreast in a single lane.
- Cling to another vehicle while in motion.
- Smoke while operating the motorcycle.

- Wear an approved safety helmet that is securely fastened on the head in a normal manner while riding a bicycle unless otherwise posted. Safety helmets must meet the standards of either the American Society for Testing and Materials or the United States Consumer Product Safety Commission.
- Wear a brightly colored jersey, vest, or jacket as an outer garment during the day; and a reflective jersey, vest, or jacket as an outer garment at night. The upper garment must contain a minimum of 144 square inches of one of the following authorized bright/contrasting colors:
- International orange.
- International red.
- International yellow, etc.
- Ensure that the outer garment is reflective for use during hours of darkness and limited visibility. Wear this garment as the outermost layer of clothing and cover backpacks, if worn. At SNL/CA, wear a brightly colored or contrasting jersey, vest, or jacket as an outer garment during the day when riding outside technical areas.
- Observe all posted signs, devices, markings, and patterns (including traffic-related signs in construction zones).
- Dismount and walk the bicycle through a pedestrian gate when entering or leaving a technical area.
- Operate in single file on the far right side of the roadway in the designated bike lane or as far right as practical.
- Report bicycle accidents on Sandia-controlled premises using the appropriate emergency or non-emergency phone number (see ESH100.3.1, Prepare for and Manage Emergencies).
- Obey the prohibitions listed in Table 2, Required Equipment for Bicycles Ridden During Times of Reduced Visibility. Note: Bicyclists may only ride on sidewalks on Wyoming Boulevard between F Avenue and the Wyoming gate and at SNL/CA.
- Equip bicycles properly for riding after dusk and before dawn or during periods of reduced visibility. See Table 2, Required Equipment for Bicycles Ridden During Times of Reduced Visibility.
Notes:
- Members of the Workforce and visitors who ride bicycles on KAFB and Sandia-controlled premises are granted all rights to the roadways and are subject to all of the traffic rules applicable to the driver of a motor vehicle.

- Ride against the flow of traffic.
- Take bicycles inside SNL buildings.

- Lock bicycles to hand railings where the bicycles can create a safety hazard to persons entering or exiting a building.
- Operate portable headphones, earphones, or other similar devices while bicycling in a traffic environment.
- Carry any package, bundle or article that prevents the operator from keeping at least one hand on the handlebars. For SNL/CA, place packages, articles, etc., in a basket for transporting or obtain another means of transportation.
- Attach yourself, your bicycle, coaster, roller skates, skateboard, sled, scooter, or toy vehicle to another motor vehicle in motion.
- Ride on sidewalks within technical areas except in the mall areas leading to gates or from bicycle parking areas.

- Near doorways of a building blocking easy egress for emergency situations. This requirement includes government vehicles.
- Within 15 feet of building air intake systems.
- Within any established construction zone.
- On the left side of the street facing oncoming traffic.
- Within any landscaped area.
