Applicability, Exceptions, and Consequences

This corporate procedure applies to all Members of the Workforce who procure or manage the procurement of cranes, hoists, or forklifts.

Procedure Overview

This procedure lists the minimum requirements that must be followed to procure material-handling equipment (overhead cranes, mobile cranes, hoists, rigging equipment, and forklifts). For questions regarding the procurement of cranes, hoists, rigging equipment, or forklifts, consult the cranes, hoists, and rigging program contact or the SNL Material-handling website. For terms and definitions related to material handling see DOE-STD-1090-2007, Chapter 1, "Terminology and Definitions."

Procedure Requirements

Procurement of Cranes, Hoists, Rigging Equipment, and Forklifts

Activity Responsible Individual Required Action
Procure Material-Handling Equipment Managers and Members of the Workforce
  • Review and approve material-handling equipment (cranes, hoists, rigging equipment, and forklifts) purchase requests.
  • Order only domestic lifting devices or rigging equipment that meets DOE, OSHA, and ANSI/ASME standards.
Procure Cranes or Hoists Managers and Members of the Workforce
  • Acquire new overhead cranes or hoists through the design review process discussed in:
    • The SNL Facilities Design Standards Manual.
    • SCM100.2.11, Acquire Quality Significant Items.
  • Ensure that overhead cranes or hoists meet design requirements of the most current Crane Manufacturers Association of America (CMAA) 70 and 74 design specifications. Purchase requisitions must be reviewed by the cranes, hoists, and rigging program contact.
  • Submit a request for design drawings and specifications describing hoists to Electrical & Structural Engineering for review and approval.
  • Review DOE-STD-1090-2007, Appendix A, "Procurement Guidelines" for equipment-specific requirements before ordering cranes, hoists or miscellaneous lifting devices.

Note: Facilities Engineering routes approved design drawings and specifications to the Planning Services Team and then to the appropriate division ES&H team for review and approval.

Procure Forklifts Managers and Members of the Workforce Consult the cranes, hoists, and rigging program contact to acquire new forklifts.
Procure Rigging Equipment for Critical Lifts Managers and Members of the Workforce
  • For critical lifts, purchase proof-tested rigging. See specific chapters of DOE-STD-1090-2007, which has special sections designated as “Critical Lifts.”

  • Procure only replacement parts from the original equipment manufacturer or parts that are equal to the manufacturer's specifications for all material-handling equipment.
  • Do not procure any suspect/counterfeit items (SC/I) (see Currently Recognized Rigging Equipment Manufacturer Markings on the Material Handling ES&H Safety Engineering website).
