Applicability, Exceptions, and Consequences

This corporate procedure applies to all Members of the Workforce who engage in regulated laser activities, use of collecting optics on laser systems, outdoor laser activities, and use of laser pointers for presentations at Sandia-controlled premises.

Procedure Overview

This procedure describes requirements and processes for performing regulated laser activities, using of collecting optics on laser systems, performing outdoor laser activities, and safe use of laser pointers.

Training

Ensure that Members of the Workforce complete the training identified in ESH100.2.IH.7 prior to performing the indicated work activity or fulfilling the indicated role.

Regulated Laser Activities

Activity Responsible Individual Required Action
Perform Regulated Laser Activities Managers

Ensure that:

  • A laser-controlled area (LCA) is established for all regulated laser activities.
  • A qualified laser operator is appointed and authorized as a deputy laser safety officer (DLSO) to help ensure that laser safety requirements within the LCA or temporary LCA are met. A person may serve as the DLSO for multiple LCAs.
  • The laser safety officer (LSO) (NM and CA) is notified when a DLSO is appointed or when the DLSO changes.
  • A laser hazard evaluation is performed and documented for each of the Class 3B and Class 4 lasers in the LCA (including embedded systems for which open beam servicing occurs) using the following methods, as applicable:
    • SF 2001-LHE, Laser Hazard Evaluation Sheet.
    • A printout from a commercially available software (e.g., LAZAN™, EasyHaz™, LHAZ, etc.).
    • SNL has a license to use LAZANTM laser hazard analysis software, and it is available for use.  (Click on LAZAN for installation instructions.)
    • A single laser hazard evaluation may be performed when multiple laser systems have identical configurations and hazards.
    • When the laser has multiple configurations, more than one laser hazard evaluation sheet may be necessary to address all hazards.
  • The laser hazard evaluations are reviewed by a qualified laser operator or a DLSO.
  • The division ES&H team industrial hygienist reviews the laser hazard analysis if commercially available software (e.g., LAZAN, etc.) is not used to perform the laser hazard evaluation.
  • A technical work document (TWD) is developed and implemented for all regulated laser activities.
  • The laser hazard evaluation sheets or software hazard evaluation printouts are attached to the applicable TWD.
  • Non-beam hazards are evaluated and controlled in accordance with the applicable SNL ES&H requirements (e.g., electrical safety, chemical safety, nonionizing radiation, etc.).
Maintain Laser Inventory Deputy Laser Safety Officers

Ensure that:

  • An accurate inventory of Class 3B and Class 4 lasers are kept in LAZAN™ or alternate electronic method.
  • The inventory is provided to the LSO (NM and CA) electronically (e.g., Excel™) on an annual basis (calendar year) in the month of January starting January 1, 2010.
  • The inventory contains the following information:
    • Entry date.
    • DLSO.
    • Application.
    • Manufacturer.
    • Model.
    • Serial number.
    • Location.
    • Building/room.
    • Department.
    • Active/inactive status.

Laser Eye Examinations

Obtain Laser Eye Examinations Managers
  • Ensure that: qualified laser operators and incidental laser personnel obtain laser eye examinations prior to performing work in a laser-controlled area (LCA).
  • Qualified laser operators and incidental laser personnel schedule eye examinations by contacting Health and Benefits at (505) 284-2980 (SNL/NM) or the Health Department at (925) 294-2700 (SNL/CA).
  • Any individual with a suspected laser eye injury contacts Health and Benefits (SNL/NM) or the Health Department (SNL/CA) receives an examination by an ophthalmologist as soon as possible (generally within 48 hours).
Obtain Laser Eye Examinations Members of Workforce Notify manager of eye injury and go to the Health and Benefits Urgent Care Clinic to receive an eye examination.

Laser Control Areas

Establish and Operate Laser Control Areas Managers

Ensure that prior to performing regulated laser activities, the following are accomplished:

  • Establish a laser-controlled area (LCA), which:
    • Allows entry only by incidental laser personnel and qualified laser operators.
    • Operates under the supervision of a deputy laser safety officer (DLSO).
    • The Danger Sign Template for Class 3b or Class 4 Laser Control Area (LCA) (ES&H Sign Generator–Danger Sign Template), is completed and posted to define the entryway into the LCA.
    • A single sign is posted listing the highest class of laser in the LCA when multiple lasers are present within a LCA.
    • Signs are obtained from the SNL Just-In-Time (JIT) safety supplier or the danger sign (ES&H Sign Generator–Danger Sign Template) and notice sign (ES&H Sign Generator–Notice Sign Template) templates are used.
    • Hazardous laser beam paths are well defined and terminated into beam stops made of the appropriate materials.
    • Eyewear with sufficient optical density (OD) is readily available for the Class 3B and Class 4 lasers within the LCA.
    • Provides sufficient protection for windows, doorways, and open portals to prevent laser radiation from escaping the LCA at levels over the maximum permissible exposure (MPE).
    • Provides engineered entryway safety controls for Class 4 lasers that are:
      • Designed to allow for rapid egress, laser deactivation, and attenuation by laser personnel.
      • Allow safe admittance to responders under emergency conditions.
  • Establish a temporary LCA (when applicable) for the alignment or servicing of a Class 3B or Class 4 laser system, which is normally operated inside a laser enclosure of a lower hazard classification (e.g., Class 1 lasers), whereas:
    • It meets the requirements for a LCA, as described above, except the Notice Sign Template for Temporary LCA (ES&H Sign Generator–Notice Sign Template), is completed and posted to define the entryway into the temporary LCA.
Verify Interlock Function Managers Ensure an inspection and verification of function for protective housing and door interlocks are performed regularly, with frequency determined by the deputy laser safety officer (DLSO) based on the type and use of laser.

Technical Work Document

Develop Technical Work Documents (TWDs) for Regulated Laser Activities Managers

Ensure that:

  • A technical work document (TWD) is developed, which includes the following for all regulated laser activities:
    • The scope and a brief description of the regulated laser activities covered by the TWD.
    • The contact information for the current deputy laser safety officer (DLSO).
    • SF 2001-LHE, Laser Hazard Evaluation Sheet, or software hazard evaluation printout for each of the Class 3B and Class 4 lasers covered by the TWD.
    • The appropriate eye protection [including optical density (OD)] and hazard control measures [e.g., laser eyewear, personal protective equipment (PPE), laser curtains, interlocks, etc.] being employed during the regulated laser activities. 
    • The alignment procedures and any additional control measures and eyewear used during alignments.
    • Verification procedures for interlock function check.
    • The emergency procedures to follow in the event of a laser accident.
    • An authorized users list.
    • When applicable, attach the outdoor laser operation documents [e.g., Regional Federal Aviation Administration (FAA) Letter of Non-Objection].
  • The TWD is reviewed every 2 years and revised, as appropriate, or revised when significant modifications to the scope, hazards, controls, or alignment procedures occur.
  • The TWD meets the requirements of ESH100.2.GEN.3, Develop and Use Technical Work Documents (TWDs).

Service Contractors, Visitors, and Spectators

Ensure that:

  • Visitors who meet the definition of incidental laser personnel or qualified laser operators are trained.
  • Requested Training Equivalency for LAS202 (Fundamentals of Laser Safety) for visitors is done by filling out SF 4555-RTE (MS Word, PDF), Request for Training Equivalency, or request a printout of LAS202 from Corporate Learning and Professional Development for visitors if computer access is not available to take online training.
Manage Spectators Managers

Ensure that:

  • Spectators are not permitted into a laser-controlled area (LCA) unless:
    • Approval from the appropriate manager has been obtained.
    • The hazards and control measures has been explained to the spectator.
    • The appropriate personal protective equipment (PPE) has been provided to the spectator.

Outdoor Laser Operations

Perform Outdoor Laser Activities Manager

Ensure that :

  • The proposed outdoor laser activity is reviewed by the site laser safety officer (LSO) (NM and CA).
  • A letter of non-objection is obtained prior to performing the outdoor laser activity from the regional Federal Aviation Administration office by completing FAA Form 7140-1, Notice of Proposed Outdoor Laser Operation(s), and submitting it to the appropriate regional FAA office, shown in Table 1, Addresses.
  • A letter of acceptance is obtained prior to performing the outdoor laser activity from the Laser Clearinghouse Program (Table 1) of the U.S. Space Command to determine potential harm to satellites and if additional avoidance measures are warranted when:
    • Instantaneous irradiance exceeds 1 mW/cm2 at an elevation of 18 kilometers (60,000 feet), including lasers with pulses of 1 nanosecond or less. 
  • At Kirtland Air Force Base (KAFB), NM:
    • The activity is reviewed by the KAFB Controlled Firing Area Committee (CFAC).
    • At least 1 day prior to the activity, call the FAA/KAFB tower operator at (505) 856-4900 during normal business hours (6:30 a.m. to 3:30 p.m.). After hours (3:30 p.m. to 6:30 a.m.), call the tower directly at (505) 856-4935.  Provide the following information during the call:
      • Location of activity.
      • Date and time.
      • Laser wavelength or wavelength category (e.g., ultraviolet, visible, or infrared).
      • Point of contact and telephone number.
    • If the activity is postponed or cancelled after notification has occurred, ensure another call to the tower is made to notify the FAA/KAFB that the activity is no longer taking place.
