Applicability, Exceptions, and Consequences

This corporate procedure applies to all Members of the Workforce who are involved in housekeeping, maintenance, and management of buildings at Sandia-controlled premises where asbestos-containing materials and presumed asbestos-containing materials may be contained in building components.

For construction, asbestos abatement, and asbestos operations and maintenance refer to ESH100.1.GP.1, Manage Safety for Contracted Activities for contractor requirements. For other activities where a potential occupational exposure to asbestos may exist, refer to ESH100.2.IH.4, Evaluate and Control Chemical Hazards. Consult the asbestos contacts (Chris French [NM] and Dave Ross [CA]) for the location of asbestos-containing building materials, to request asbestos abatement, or for concerns regarding asbestos operations and maintenance.

Procedure Overview

This procedure describes requirements for safely performing housekeeping and maintenance in buildings where asbestos-containing materials and presumed asbestos-containing materials may be contained in building components.

Ensure that Members of the Workforce complete the required training identified in ESH100.2.IH.2 prior to performing the indicated work activity or fulfilling the indicated role.

Asbestos Safety

Manage Members of the Workforce Performing Housekeeping and Maintenance Managers
  • Consult the asbestos contacts (Chris French [NM] and Dave Ross [CA]) to determine the location of asbestos-containing materials or presumed asbestos-containing materials for buildings built no later than 1980 where Members of the Workforce will perform housekeeping and maintenance.
  • Ensure that Members of the Workforce performing housekeeping and maintenance:
    • Do not perform work which may disturb asbestos-containing materials or presumed asbestos-containing materials until authorization has been obtained through the contacts (Chris French [NM] and Dave Ross [CA]) and all potential asbestos hazards have been mitigated.
    • Are informed of the location of asbestos-containing materials or presumed asbestos-containing materials prior to performing work in buildings that may contain asbestos-containing components.
    • Are trained and informed of control measures to mitigate potential exposures to asbestos, including but not limited to the following:
      • Enrolling in HAZ214. 
      • Prohibited from sanding of asbestos-containing flooring materials.
      • Stripping of finishes shall be conducted using low abrasion pads at speeds lower than 300 rpm and wet methods.
      • Burnishing or dry buffing may be performed only on asbestos-containing flooring which has sufficient finish so that the pad cannot contact the asbestos-containing material.
      • Labels and warning signs related to the awareness of asbestos-containing materials and/or presumed asbestos-containing materials and appropriate work practices.
    • Are informed of the need to notify the asbestos contacts (Chris French [NM] and Dave Ross [CA]) as soon as possible after noting damaged or disturbed asbestos-containing material or presumed asbestos-containing material.
Perform Housekeeping or Maintenance Activities Members of the Workforce
  • Implement control measures and work practices to mitigate potential exposures to asbestos.
  • Do not perform work which may disturb asbestos-containing materials or presumed asbestos-containing materials until authorization has been obtained through the asbestos contacts (Chris French [NM] and Dave Ross [CA]) and all potential asbestos hazards have been mitigated.
    • Adhere to work practices specified in the work planning and control authorization documentation provided by the asbestos contacts.
  • Notify the asbestos contact as soon as possible after noting damaged or disturbed asbestos-containing material or presumed asbestos-containing material.
Manage Buildings Which May Contain Asbestos-Containing Building Components Space Owners
  • Consult the asbestos contacts (Chris French [NM] and Dave Ross [CA]) to determine the location of asbestos-containing materials or presumed asbestos-containing materials for buildings built no later than 1980.
  • Post and maintain the Asbestos-Containing Material sign, SF 2001-ASB (Word file/Acrobat file) at the entrance to mechanical rooms/areas which Members of the Workforce can reasonably be expected to enter and which contain asbestos-containing materials and/or presumed asbestos-containing materials.
  • Ensure that implementation of this posting requirement occurs no later than January 1, 2010.

Note: Facilities organizations are the space owners of the majority of mechanical rooms/areas.
