Applicability, Exceptions, and Consequences

This corporate procedure applies to all Members of the Workforce whose activities involve synthesizing or working with new chemicals, or importing and exporting chemical substances on Sandia-controlled premises. This procedure does not apply to polychlorinated biphenyls (PCBs). Refer to ESH100.2.ENV.3, Manage PCBs, PCB Containers, and PCB Sources Safely.

Exceptions to, or deviations from, this procedure must be approved through the Executive Policy Sponsor or Policy Area Manager, if delegated. This procedure describes the requirements for working with new chemicals and for importing and exporting chemicals.

Procedure Requirements

New Chemicals

Activity Responsible Individual Required Action
Work with New Chemicals Managers
  • Contact the division ES&H team industrial hygienist (IH) to conduct an exposure assessment (industrial hygiene) when working with new chemicals.
  • Ensure technical work documents (TWDs) (e.g., SOPs) that include good laboratory practices and mitigate exposure when working with new chemicals are developed and followed.
  • Inform Members of the Workforce that health and environmental hazards are unknown for new chemicals.
  • Inform Members of the Workforce that they are required to report to SNL Health Services any significant adverse health effects believed to be caused from new chemicals.
  • Inform Members of the Workforce that they are required to report to the SNL Environmental Protection any significant adverse environmental effect believed to be caused by new chemicals.
  • Contact the TSCA SME for guidance when research may involve commercial purposes – before sending 'new chemicals' offsite and when producing more than 100 kilograms per year of one 'new chemical.'
Do Work for Others

Managers

 

When working on a Cooperative Research and Development Agreement (CRADA), Work for Others (WFO) agreement, or other research agreement with non-Sandia partners, in which new chemicals are developed or a significant new use of an existing chemical substance is planned, contact the TSCA SME.

Import and Export of Chemicals

Activity Responsible Individual Required Action
Import Chemical Substances Managers

When not using Just-In-Time (JIT) to purchase an imported chemical substance, purchase the chemical through the appropriate Sandia international buyer.

Note: The supplier is responsible for providing the proper TSCA certification.

Export Chemical Substances Managers

When planning to export a chemical substance out of the customs territory of the United States:

  • Complete SF 2001-NEC, Notice of Export for Chemical Substances form (Word file/Acrobat file).
  • Contact the Sandia Import/Export Control Office for information or guidance on completing the form.
