Applicability, Exceptions, and Consequences

This corporate procedure applies to all Members of the Workforce who are involved in hazardous waste cleanup operations; treatment, storage, and disposal (TSD) facilities; and emergency response  activities at Sandia-controlled premises.

This procedure provides the safety and health requirements for hazardous waste cleanup operations; treatment, storage, and disposal (TSD) facilities; and emergency response.

Ensure that Members of the Workforce complete the required training identified in ESH100.2.IH.11 prior to performing the indicated work activity or fulfilling the indicated role.

Hazardous Waste Cleanup Operations

Hazardous Waste Operations at Treatment, Storage, and Disposal Facilities

Ensure that the requirements of 29 CFR 1910.120(p) are met including, but not limited to:

  • Development and implementation of a safety and health program plan, which includes a site-specific safety and health plan, according to ESH100.2.GEN.3, Develop and Use Technical Work Documents.
  • ESH100.2.IH.11 .
  • Medical Surveillance.

Emergency Response Operations

Ensure that the requirements of 29 CFR 1910.120(q) are met including, but not limited to:

  • Development and implementation of an emergency response plan according to ESH100.2.GEN.3, Develop and Use Technical Work Documents.
  • ESH100.2.IH.11 .
  • Medical Surveillance.

Note: These requirements do not apply to Members of the Workforce who respond to incidental releases of hazardous substances (for a description of incidental releases, see the definition of "emergency response").

Medical Surveillance Program

Enroll and Withdraw Members of the Workforce into the HAZWOPER Medical Surveillance Program Managers

Enroll Members of the Workforce engaged in hazardous waste cleanup operations; treatment, storage, and disposal (TSD) facilities; and emergency response in a HAZWOPER Medical Surveillance Program, as specified in HR100.4.7, Participate in Medical Monitoring/Surveillance, to meet 29 CFR 1910.120(f)(1) according to the following requirements:

  • Enroll Members of the Workforce who are or may be exposed to hazardous substances or health hazards at or above the established permissible exposure limit, for these substances without regard to the use of respirators for 30 days per year or more.
  • Enroll Members of the Workforce who wear a respirator for 30 days per year or more, or as required by a respiratory hazard evaluation performed by the IH Program.
  • Enroll All Members of the Workforce who are injured, become ill, or develop signs or symptoms due to possible overexposure involving hazardous substances or health hazards from an emergency response or hazardous waste cleanup operation.
  • Enroll Members of the Workforce who are members of Hazardous Material (HAZMAT) Response Teams.
  • Withdraw Members of the Workforce in the HAZWOPER Medical Surveillance Program if the requirements in 29 CFR 1910.120(f)(1) as stated above are no longer applicable.

Note: Contact Industrial Hygiene to determine whether Members of the Workforce should be enrolled in the Medical Surveillance Program when there is uncertainty about any of the listed requirements.
