Applicability, Exceptions, and Consequences

This corporate procedure applies to all Members of the Workforce whose activities on Sandia-controlled premises have the potential to result in an occupational exposure to nonionizing radiation. This section does not apply to lasers.  For information on lasers, refer to ESH100.2.IH.7, Evaluate and Control Lasers.

The following items are not addressed in this procedure, as they do not pose an occupational exposure risk to nonionizing radiation:

  • Microwave ovens used for heating food.
  • Commercially available two-way communication hand-held radios.
  • Video display terminals (VDTs) like those used for computers and televisions.
  • Indoor and outdoor lights. 
  • Wireless networks (e.g., Wi-Fi Systems).
  • Wireless transmitters and receivers operating in the 2-5 GHz bands with less than 5 mW of output.
  • Perimeter protection systems.
  • Federal Communications Commission (FCC) Part 15 transmitters.

Procedure Overview

This procedure describes the requirements for managing work areas with sources of nonionizing radiation with the potential to result in an occupational exposure.

Training

Ensure that Members of the Workforce complete the training identified in ESH100.2.IH.10 prior to performing the indicated work activity or fulfilling the indicated role.

Identification, Evaluation, and Control of Nonionizing Radiation

Activity Responsible Individual Required Action
Manage Work Areas with Sources of Nonionizing Radiation Managers

Ensure that:

  • Potential sources of nonionizing radiation (NIR) are identified, evaluated, and controlled.
  • The division ES&H team industrial hygienist is contacted to perform an exposure assessment for potential exposure to sources of NIR.
  • Any control measures specified as a result of the industrial hygiene exposure assessment are implemented and maintained.
  • The division ES&H team industrial hygienist is contacted to re-evaluate potential sources of NIR, when changes in workplace conditions indicate a new or increased hazard exists.
Post Warning Signs Managers

Ensure that:

  • As determined by the division ES&H team industrial hygienist exposure assessment, warning signs:
    • Are conspicuously posted (e.g., at entryways or on stanchions) to inform workers of hazards in occupied or potentially occupied areas where field strengths exceed the occupational exposure limits as determined by the exposure assessment.
    • Are conspicuously posted (e.g., at entryways or on stanchions) to inform workers of hazards where field strengths exceed the occupational exposure limits for medical implant device wearers.
  • The applicable following warning signs are used when a sign is required:
    • Radiofrequency Radiation (SF 2001-RFW) or similar signs prepared in accordance with 29 CFR 1910.97.
    • Ultraviolet Light (SF 2001-UVW).
    • Medical Implant Device (SF 2001-PMW).
Outdoor Radiofrequency (RF) Testing at SNL/NM Managers Ensure that outdoor tests involving nonionizing radiation in the radiofrequency range (9 kHz to 300 GHz) is reviewed by the Kirtland Air Force Base, NM, Controlled Firing Area Committee (CFAC), by contacting the NIR subject matter expert (SME) to initiate a review by CFAC.

Medical Implant Devices

Activity Responsible Individual Required Action
Wearing Medical Implant Devices Members of the Workforce Consult the Health Services, Medical Clinic (3333) at SNL/NM or the Benefits and Health Services at SNL/CA to resolve any questions concerning compatibility with the work environment when working in static magnetic and electric fields of 30 kHz and below.
