Applicability, Exceptions, and Consequences

This corporate procedure applies to all Members of the Workforce who participate in projects or activities where chemical, physical, biological, or safety workplace hazards may exist on Sandia-controlled premises.

Granting or permitting exceptions or violations of policy, process, or procedure without authority, regardless of position or title, may be cause for disciplinary action up to and including termination of employment. Procedure Overview

This procedure identifies general requirements for worker safety and health that reduce or prevent occupational injuries, illnesses, and accidental losses by providing Members of the Workforce with a safe and healthful workplace. Refer to ES&H Corporate procedures for additional topic-specific (e.g., lasers, explosives) safety and health requirements.

Ensure that Members of the Workforce complete the required training identified in ESH100.2.IH.1 prior to performing the indicated work activity or fulfilling the indicated role.

Hazard Identification and Assessment

Identify and Assess Existing and Potential Workplace Hazards Managers

Ensure that:

  • Existing and potential chemical, physical, biological, and safety workplace hazards with any potential to cause illness, injury, or death to a person are identified and assessed.
  • Documented assessments are performed using recognized exposure assessment and testing methodology.
    • The applicable division ES&H team Industrial Hygiene or Safety Engineering is contacted to perform exposure assessments, workplace monitoring, and testing as necessary to meet this requirement and as required by other applicable hazard-specific Corporate Procedures.
  • Operations, procedures, and facilities are evaluated to identify workplace hazards.
  • Designs of new facilities and modifications to existing facilities and equipment are analyzed for potential workplace hazards.
  • Routine job activity-level hazards analyses are performed to identify workplace hazards.
  • The interactions between workplace hazards and other hazards, such as radiological hazards, are identified and assessed.
Identify and Assess Existing and Potential Workplace Hazards Members of the Workforce Inform your manager of any potential workplace hazards which have not been identified or assessed.

Hazard Prevention and Abatement

Prevent and Abate Workplace Hazards Managers

Ensure that:

  • Applicable corporate safety and health policies and procedures are met.
  • Hazard prevention and abatement control measures are implemented to ensure that all identified and potential workplace hazards are prevented or abated in a timely manner.
  • For workplace hazards identified either in the facility design or during the development of procedures, controls are incorporated in the appropriate facility design or procedures.
  • For existing hazards identified in the workplace:
    • Prioritize and implement abatement actions according to risk to workers.
    • Implement interim protective control measures pending final abatement.
    • Protect workers from dangerous safety and health conditions.
  • Hazard control measures are selected based on the following hierarchy:
    • Elimination or substitution of the hazards where feasible and appropriate.
    • Engineering controls where feasible and appropriate.
    • Work practices and administrative controls that limit worker exposures.
    • Personal protective equipment.
  • Workplace hazards are addressed when selecting or purchasing equipment, products, and services.

Required Records and Retention Schedule

Managers must ensure that the records specified below are managed in accordance with the Sandia Records Retention and Disposition Schedule:

  • Any workplace hazard inventory information, hazard assessments (e.g., exposure assessments), exposure measurements, and exposure controls not documented and retained by corporate ES&H organizations.

The Sandia Recorded Information Management department can help identify the applicable Sandia record series number for ES&H records.
