Applicability, Exceptions, and Consequences

This corporate procedure applies to all Sandia National Laboratories (SNL) organizations, all management elements, all SNL sites, and all Members of the Workforce.

Ensure that:

  • As directed by 10 CFR 851.26(A)(1), Worker Safety and Health Program, and DOE O 420.1B, all activities are in compliance with all applicable NFPA codes and standards.
  • Activities intended to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, or plumbing system, comply with:
    • IBC (International Building Code) 2006 edition and all required references of the IBC.
    • Applicable state requirements for design professionals. At SNL/NM, applicable state requirements include the New Mexico Rules and Regulations promulgated by the Board of Examiners for Architects, the New Mexico Board of Licensure for Professional Engineers and Surveyors, and the New Mexico Board of Landscape Architects.

Clear Exit Ways

Activity

Maintain Clear Exit Ways in Common Areas, Aisles, Corridors, and Offices Managers

Ensure that:

  • Exit ways are kept clear of all obstructions or impediments.
  • Exit ways are not used to store ordinary combustible material (e.g., paper, cardboard, or other wood products) unless they are stored in steel cabinets.
  • Hazardous material (including flammable liquid) is not stored in exit ways.
  • Equipment, cabinets, or material of any kind are not placed in stair enclosures.
  • Storage cabinets located in exit ways are:
    • Constructed of steel.
    • Equipped with swinging steel doors or retractable steel covers that are to be kept closed when the cabinets are not in use.
    • Placed in a manner that does not obstruct or reduce the required width of any exit way (see Common Areas, Aisles, And Corridors for more information).
  • Furniture or other obstructions are not placed within the required width of exit ways or where they could obstruct the view of or access to exit signs, fire alarm strobe lights, manual fire alarm pull stations, or fire extinguishers.
  • At SNL/CA only, ensure that furniture and equipment over 4 feet in height are secured to preclude blocked exits during seismic events unless otherwise approved by your division ES&H team.
Maintain Clear Exit Ways in Auditoriums and Conference Rooms Members of the Workforce Do not stand or sit in aisles or block exit ways of auditoriums or conference rooms.

Office Displays and Decorations

Maintain Safe Office Displays and Decorations Managers
  • Ensure that office displays (e.g., signs on tripods) and wall coverings (e.g., acoustical material, curtains, drapes):
    • Meet minimum fire-retardancy standards (consult the fire protection contact for assistance).
    • Do not reduce exit clearance below the required minimum widths (see Common Areas, Aisles, And Corridors for more information).
    • Do not obstruct exits or exit signs, fire extinguishers, manual fire alarm stations, or fire alarm horns or strobes.
    • Ensure that office decorations:
      • Are made of only flame-resistant material. Note: Small metal or flame-resistant plastic Christmas trees are permitted, as well as glass, metal, and small plastic tree ornaments.
      • Are located away from heating equipment or heat-producing lights and arranged in a manner that would not contribute to the spread of a fire. 
  • Include only Nationally Recognized Testing Laboratory (NRTL)-listed micro-miniature light sets or NRTL-listed LED light sets and lighted decorations that are in good condition and that are constantly attended while in use.
  • Use extension cords that are NRTL-listed temporary power taps containing pilot lights and built-in circuit breakers.
  • Do not exceed light manufacturers’ recommendations for the number of light sets.
  • Do not include combustible material (e.g., foamed plastic, tumbleweeds, natural trees) not approved by the fire protection contact.
  • Do not use candles or other open-flames.
  • Do not obstruct exit ways.
  • Do not place lights on metal trees.

Sprinkler Systems

Maintain Sprinkler Systems Managers Ensure that bookshelves and storage items do not come within 18 inches of sprinkler heads in order to prevent obstruction of the water spray discharge pattern.
Maintain Sprinkler Systems Members of the Workforce
  • Do not obstruct the water spray discharge pattern from sprinklers or otherwise impair the operation of the sprinkler system. Note: Missing ceiling tiles can degrade activation of sprinkler systems. Consult the facilities support contact for replacement of ceiling tiles.
  • Do not use sprinkler systems to hang, support, brace, or pry any equipment or any other item.
  • Do not tamper with any part of a fire suppression system.

Fire Barriers

  • Do not modify existing fire doors (e.g., installing door louvers, vision windows, cutting doors or drilling holes).
  • Do not block open fire doors or in any way prevent fire doors or fire windows from operating as designed. Note: Fire doors are identified by a label affixed to the edge of the door or by a sign placed on the door by fire protection or the building manager.
  • Do not install door stops on fire doors.
Maintain Fire Barriers Members of the Workforce Conducting Construction-Type Activities that Penetrate Fire Barriers
  • Firestop all penetrations through fire barriers as detailed in Sandia Standard Construction Specification Section 07270, “Firestopping," and the International Building Code, Chapter 7, “Fire-Resistance-Rated Construction,” Section 712, “Penetrations,” and Section 713, “Fire-Resistant Joint Systems.” Note: Penetrations include but are not limited to voids around pipes, ducts, conduits, cable trays; joints between fire barriers and other construction; other joints and openings.
  • Smokestop all penetrations through smoke barriers as detailed in Sandia Standard Construction Specification Section 07270, “Firestopping,” and the International Building Code, Chapter 7, “Fire-Resistance-Rated Construction,” Section 712, “Penetrations,” and Section 713, “Fire-Resistant Joint Systems.”
  • Remove fire doors that are no longer in use and fill resulting door openings with approved fire-rated construction and fire stopping.

Fire-Suppressing Waste Containers

Fire Equipment and Fire Response

Ensure that the following types of government-owned vehicles assigned to their organization are equipped with 10-pound minimum or 10A:60BC fire extinguishers (secured with brackets):

  • Vehicles, including forklifts, that transport explosives.
  • Instrumentation trailer vans with high-value contents or that are vital to an SNL program.
  • Vehicles that transport significant quantities of flammable liquids (e.g., tank trucks).
  • Vehicles and trailers that have welding equipment installed.
  • Vehicles and trailers containing transportable generators.
  • Ambulances.
Maintain Fire Extinguishers and Fire Alarms Members of the Workforce
  • Do not tamper with fire alarm systems.
  • Report damaged, blocked, or discharged fire extinguishers to Facilities Management and Operations Center at SNL/NM and the Fire Protection in the Department of Health and Safety at SNL/CA.
  • Use fire extinguishers for their intended purposes only (e.g., do not use them as door stops).
  • Follow the fire alarm procedures in ESH100.3.1, Prepare for and Manage Emergencies.
Respond to a Fire Managers Contact the Sandia Site Fire Marshal as soon as possible after a fire event. Preserve the fire event scene evidence for investigation by the Sandia Site Fire Marshal.
Respond to a Fire Members of the Workforce
  • Refrain from fighting fires, unless doing so does not present undue risk and the fire is in the beginning stages and does not involve radioactive, highly toxic, or other unusually hazardous material.
  • Operate fire extinguishers according to instructions presented in ESH100, ESH Awareness (see ESH100.2.OTH.1 for more information).
  • Do not attempt to fight any type of fire within a confined space.

Holiday Shutdowns

Unplug the following types of equipment, tools, and appliances before leaving for holiday shutdowns:

  • Tools, such as soldering irons, test equipment, and bench-top equipment.
  • Coffee pots, hot plates, and portable heaters.

Note: Members of the Workforce may leave equipment connected if unplugging it will damage expensive batteries (e.g., two-way radio batteries) or if they are designed to be continuously plugged into a 120-volt receptacle (e.g., chargers for calculator batteries, two-way radio batteries, cellular phone batteries) and the area is kept clear of paper and other combustibles.

Heat-Producing Appliances in the Workplace

Use Heat-Producing Appliances Members of the Workforce
  • Ensure that all portable electrical appliances (e.g., coffee pots, hot plates) and appliances having open flames or exposed elements are Factory Mutual (FM)-approved or Nationally Recognized Testing Laboratory (NRTL)-listed and used in accordance with instructions included in the listing or labeling.
  • Ensure that personal coffee makers, hot plates, hot pots, etc., are equipped with either an automatic shut-off device (no timers) or an occupancy-controlled power strip. Note: For energy conservation and safety, an approved, occupancy-controlled power strip can be obtained through JIT (BSN IDP-3050, eight-outlet power strip with Auto-ON personal sensor, 8-ft. cord). The occupancy-controlled power strip must be rated for the intended load (i.e., one that will accommodate the coffee maker, hot plate, or hot pot, as well as any other devices that will be connected to the same unit).
  • Keep heat-producing electrical appliances on noncombustible surfaces or on a noncombustible pad or plate only (e.g., an insulated metal or Pyrex plate).
  • Place hot soldering irons in approved holders between uses and keep them there until they cool to room temperature.
  • Before purchasing or bringing in a portable space heater, refer to Obtaining Portable Space Heaters.

Obtaining Portable Space Heaters

Members of the Workforce Contact Facilities Management and Operations Center (at SNL/CA, contact Maintenance Engineering) to determine whether the uncomfortable temperature can be remedied by adjusting the heating, ventilation, and air-conditioning (HVAC) system.

If Facilities finds that the electrical system can handle the additional load, contact the building manager (at SNL/CA, contact the Department of Building and Fire Safety) for authorization to purchase or bring in a portable space heater (PSH) that meets the following criteria for approved portable space heaters:

  • Nationally Recognized Testing Laboratory (NRTL) or a Factory Mutual (FM) listing.
  • A broad base to avoid easy tip-over.
  • A thermal, overheat-protection device.
  • Sealed, liquid-filled radiators (hydronic type - no wires or elements).

Note: Facilities personnel, after trying to correct the operation of the HVAC system, check the electrical system to verify the system can handle the additional load.

Members of the Workforce Obtain an occupancy-controlled power strip that is rated for the intended load (i.e., one that will accommodate the PSH as well as any other devices that will be connected to the same unit).

Members of the Workforce Before using a PSH for the first time, consult the fire protection contact to request inspection of the area in which the PSH will be used. Note: At the discretion of the requester, the work-place inspection may occur before purchasing or bringing in a PSH.

Using Portable Space Heaters

Ensure that the following requirements are followed:

  • The clearance between a PSH and any combustible surface is:
    • In accordance with manufacturer’s recommendations (see name plate data).
    • At least 36 inches when manufacturer’s recommendations are not available.
  • Flexible cords do not have worn, frayed, or damaged areas that present an electrical hazard (see ESH100.2.ELC.1, Manage Electrical Hazards, for additional information).
  • PSHs are not used in areas where hot objects or open flames aren't permitted due to the operations being conducted (e.g., around flammable solvents or explosives) unless they are listed for that use.
  • PSHs are not used in computer rooms and record storage areas.
  • PSHs are located in the open where combustible materials cannot fall on top of them.
  • PSHs are turned off if left unattended for more than 30 minutes.
  • PSHs are only plugged into an occupancy-controlled power strip (i.e., no extension cords are used). Note: Occupancy-controlled power strips can be obtained through JIT (BSN IDP-3050, eight-outlet power strip with Auto-ON personal sensor, 8-ft. cord).
  • Qualified electricians perform all repair and maintenance on PSHs.

Using Barbecue Grills and Sterno Chafing Fuel

Note: No charcoal grills, hot oil cookers, or turkey fryers are  authorized at SNL because of the increased fire danger and potential for injury.

  • Notify your Department Manager of the use of a barbecue grill.
  • Follow the requirements on the BBQ Grill Permit.
Using Sterno Chafing Fuel Managers
  • Ensure that a Sterno Use Permit is completed and faxed to the Department of Building and Fire Safety at (505) 844-5601.
  • Ensure that the requirements of the Sterno Use Permit are followed.
  • Ensure that the completed Sterno Use Permit is kept on the premises and readily available for inspection by the fire code official.

 

Using Sterno Chafing Fuel Member of the Workforce
  • Notify your Department Manager of Sterno use.
  • Follow the requirements on the Sterno Use Permit.

Storing Flammable and Combustible Material

  • Follow the requirements in Storage, Dispensing, Bonding, and Grounding of Flammable and Combustible Liquids.
  • Do not accumulate large amounts of combustibles, such as waste paper or corrugated cardboard boxes, inside buildings. Note: Members of the Workforce may collect combustibles for recycling if boxes are removed on a regular basis and do not violate required egress widths (see Common Areas, Aisles, And Corridors for more information).
  • Store used rags in approved, self-closing metal cans, separate from clean rags. (Used rags that are soaked with flammable or combustible liquids can spontaneously combust.)
  • Dispose of rags according to SNL waste disposal requirements in ESH100.2.ENV.22, Manage Hazardous Waste at SNL/NM.
  • Store common office quantities (i.e., no more than one liter) of correction fluid (e.g., Liquid Paper TM), rubber cement, glass cleaners, and similar material in desk drawers or cabinets.
  • Store aerosol cans containing flammable substances (e.g., spray paint, spray lubricant) while not in use in an FM-approved or UL-listed flammable liquids storage cabinet.
  • Store flammable and combustible liquids overnight in cabinets designed for flammable liquid storage or flammable materials refrigerators rather than fume hoods.
  • Never use or store Class 1 flammable liquids in basements.
  • Follow these requirements for maintaining proper clearances between stored material and ignition sources and sprinkler systems:
    • Do not store material within 18 inches of sprinkler head deflectors.
    • Maintain 24 inches of clearance between the ceiling and stored items in areas that do not have sprinklers. If stored items are against a wall, items may be stored to the ceiling if there is no likelihood that items could fall from vibration or other local conditions.
    • Ensure that clearance between ignition sources (e.g., luminaires, heaters, flame-producing devices, and combustible materials is maintained in an approved manner (see Manufacturer’s recommendations for clearance from combustible materials).

    • Ensure that a Sterno Use Permit is completed and faxed to the Department of Building and Fire Safety at (505) 844-5601.
    • Ensure that the requirements of the Sterno Use Permit are followed.
    • Ensure that the completed Sterno Use Permit is kept on the premises and readily available for inspection by the fire code official.
