This corporate procedure applies to Members of the Workforce at SNL/NM who conduct activities in which metallic lead is deemed to be excess and will be sent to the lead bank. This procedure also applies to Members of the Workforce at SNL/CA who conduct activities in which metallic lead is deemed to be excess and will be sent to scrap metal for recycling, since there is no lead bank at SNL/CA. Metallic lead is deemed excess when there is no current, planned or proposed use.

At SNL/NM, scrap lead solder is managed in accordance with the requirements for solder scrap as stated in ESH100.2.ENV.22, Manage Hazardous Waste at SNL/NM. Contact the lead program coordinator for written authorization to purchase new metallic lead.

This procedure does not apply to KTF, where the U.S. Navy handles all excess material, including metallic lead, or other locations, such as TTR, WIPP, and Pantex, where excess metallic lead is managed in accordance with procedures for that site's activities. However, the requirements of this procedure do apply to SNL locations, such as TTR, WIPP, and Pantex, when metallic lead from those sites will be returned to SNL/NM or SNL/CA.

Procedure Overview

This procedure addresses excess metallic lead, including storing it and requesting that it be picked up for delivery to a lead bank.

Procedure Requirements

Handle Metallic Lead

Handle Metallic Lead Members of the Workforce
  • Handle any metallic lead that cannot be managed as excess material in accordance with ESH100.2.ENV.22, Manage Hazardous Waste at SNL, or ESH100.2.ENV.15, Manage Hazardous Waste at SNL/CA. Note: Scrap lead solder is managed as hazardous waste.
  • Assume that all excess metallic lead is radioactive until it has been cleared, following a radiological release survey.
  • At SNL/CA handle radioactively contaminated metallic lead as mixed waste in accordance with ESH100.2.ENV.17, Managed Mixed Waste at SNL/CA.
  • Contact the Radiological Protection Line Support Team to request a radiological release survey of any excess metallic lead. At SNL/CA, contact the ES&H Hotline.

Note: Members of the Workforce should keep knowledge-of-process documentation to expedite the reapplication process. This may include purchase requests, a certification of where the metallic lead was used and what it was used for, and any other pertinent documentation or records.

Outdoor Storage

  • Clearly mark excess metallic lead as “Excess Lead.”
  • Since metallic lead is leachable, supply appropriate cover, as follows, when metallic lead is stored outdoors so that it is not subject to the effects of the elements, such as wind and water:
    • Consider sealed drums the preferred mechanism for outdoor storage of lead and label the drums “Lead for Reuse.”
    • At a minimum, use a waterproof plastic wrap that entirely covers the top, bottom, and sides of the metallic lead. Sufficiently cover metallic lead so that condensation and precipitation will not come in contact with the lead.
    • Label the covering or designated area “Lead for Reuse.”
    • Maintain all protective coverings, whether plastic or drums, in good condition.

Note: Contact your division ES&H team for guidance regarding occupational health concerns relating to the outdoor storage of lead. For more information, see ESH100.2.IH.4, Evaluate and Control Chemical Hazards.

Indoor Storage

  • Store metallic lead in a container or designated area when not in use and label the container “Lead for Reuse.”
  • Label the container of metallic lead “Excess Lead” if either of the following is true:
    • The metallic lead has been declared as excess, but a transfer request has not yet been initiated.
    • The metallic lead has been declared as excess, and a transfer request has been initiated or is pending, but the transfer request has not yet been completed.

Note: Contact your division ES&H team for guidance regarding occupational health concerns relating to the indoor storage of lead. For more information see ESH100.2.IH.4, Evaluate and Control Chemical Hazards.

Request for Collection
