The 42,000 square foot Standard Auto Bumper Corporation site is located in Hialeah, Florida. Standard Auto was a chromium and nickel plating facility which operated from 1959 until late 1992. The Red Road Canal is located approximately 300 feet west of the site. Hialeah is an incorporated city that consists of heavy development with mixed zoning. 60% of the property within a one mile radius of the site is residential, 20% is commercial and industrial, and the remaining 20% is used for recreational parks and schools. It is estimated that 11,000 people live or work within a mile radius of the site. The uppermost hydrogeological water bearing unit in the study area is the Biscayne Aquifer.
Prior to installation of a treatment system in 1972, the wastewater from the electroplating and stripping process was discharged to a drainage ditch/swale area west of the facility. In 1972, the wastewater treatment system was constructed on-site to convert hexavalent chromium to trivalent chromium. Approximately 5,760 gallons of wastewater per day were processed. Between 1972 and 1979, the effluent from the treatment system was discharged to an underground, slab-covered drainage trench located adjacent to the treatment tanks. In 1979, use of this trench was discontinued when the Hialeah sewer system became the receptor for the effluent discharge. In early 1993, Standard Auto Bumper ceased operations and abandoned the facility.
An Expanded Site Investigation, conducted in 1987, revealed the presence of metals, organics and inorganics in soil and groundwater. The site was put on the NPL in October 1989. In 1989, under the removal Administrative Order, the PRP excavated and disposed of soil and sludge in the bottom of the slab-covered trench. However, not all contaminated soil was removed. The remaining soil was the focus of OU 1 in a ROD completed in September 1992. This ROD determined that the remaining contaminated soil would be excavated and disposed of. In addition, an emergency removal is being conducted at the site to address the immediate threats of the drums and tanks left at the abandoned facility.
This ROD addresses OU 2, groundwater contamination. The remedial objectives for this OU are to prevent current or future exposure to groundwater contaminated with nickel or other inorganic compounds through groundwater use controls and to restore the groundwater through natural attenuation.

The selected remedy for the groundwater is natural attenuation; institutional controls on use of groundwater; and groundwater monitoring. The overall Present Worth costs are $113,950. The total O&M costs are $94,700 and the O&M duration is not documented.
