The Basic Microelectronics, Incorporated (BMI) - Textron Site is a 3.4 acre area located in Lake Park, Florida. Industrial areas surround the site to the north, east, and west and a residential area is located to the south. The nearest body of water is the Earman River situated one mile north of the site.

The site operated from 1969 to 1984 as a manufacturing facility, producing chrome-backed glass plates used in the production of electronic components. Liquid waste, including cyanide, from the process was disposed of on site through a combination of percolation ponds and drainfields.

Permit compliance sampling by the Florida Dept. of Environmental Protection (FDEP) discovered cyanide contamination of the soil and groundwater. A Consent Agreement between FDEP and BMI-Textron in 1984 led to removal of 680 cubic yards of cyanide contaminated soil under RCRA, Subtitle C. Continued sampling revealed cyanide and fluoride in monitoring wells in 1986. A second Consent Agreement was developed, covering groundwater remediation and removal of another 206 cubic yds of soil. The site was proposed for the NPL in June 1988 and was finalized August 1990. BMI-Textron submitted a good faith offer in April 1992, stating it was willing to conduct an RI/FS at the site. The RI found cyanide, fluoride and sodium in the groundwater.

Remedy:

This ROD solely addresses the groundwater contamination at the site. Contaminated soil was addressed in an earlier removal action, prior to the site being proposed for the NPL. The function of this remedy is to reduce the risks associated with exposure to contaminated groundwater and to protect the surficial aquifer system present beneath the site. This ROD is the only ROD anticipated for this site. The remedy status for the media addressed in this ROD are as follows: Groundwater 1 is Final Action. The media volume associated with the Electronic Manufacturing/Handling/Disposal site is not documented. The state does not concur with the selected remedy.

Transport modeling indicates that natural attenuation of on-site groundwater contaminants to drinking water standards should occur within three years. Institutional controls and monitoring of cyanide, sodium, arsenic, and fluoride will occur quarterly for the next three years, at which time the site will be reevaluated. The overall Total costs are $253,800. The annual O&M costs are $79,200 (Year 1 to 3).
