DOE requires a security plan for only classified videoconference systems.
No security plan is required for any unclassified videoconferencing.
This includes conference rooms and individual room systems.
But, Desktop Systems (such as a via Video connected to a pc) must be
registered with Videoconference & Collaborative Technologies (VACT),
per CPR
400.2.10.

systems are to be covered by a specialized plan. Owners should

Unclassified systems fall into three categories:

Desktop
videoconference systems (Personal PCs with videoconferencing
capabilities or cameras) Desktop
systems must
be registered in our Sandia Videoconferencing Services
Registration database. Users of the PC-based systems must agree
to a list of user responsibilities and register.

Core
Rooms (Rooms for general SNL use, maintained by VACT)
-
Private
Rooms (Private Conference Rooms or Offices under private control)
