INITIATIVES OF PROLIFERATION PREVENTION (IPP)

The Initiatives for Proliferation Prevention (IPP) is a nonproliferation program of the US Department of Energy/National Nuclear Security Administration (DOE/NNSA). Begun in 1994, IPP's mission is to enhance US national security by engaging former Soviet Union weapons scientists, engineers, and technicians currently or formerly involved with WMD in peaceful and sustainable commercial pursuits. Through cooperative projects among former Soviet weapons scientists, US national laboratories, and US industry, IPP seeks to identify nonmilitary, commercial applications for former Soviet institute technologies. The program has matured from initially funding mostly research and development projects to a current focus on commercially viable partnerships. These unique partnerships provide new resources and markets for US companies, while establishing important private sector linkages for former Soviet weapons scientists and engineers.

Since the breakup of the Soviet Union, thousands of NIS weapons scientists, engineers, and technicians have been subject to sharp funding cutbacks at their research institutes. IPP has engaged thousands of NIS scientists, engineers and technicians. Currently there are 157 projects underway at 72 institutes in Russia, Kazakhstan, Ukraine, and the Caucuses region.

Sandia has been involved and instrumental in the development of the IPP program from its inception, focusing in the areas of waste legacy, oil and gas, monitoring systems, medical devices, robotics and agile manufacturing technologies, bio-technologies, and the nuclear fuel cycle. Sandia's program has focused on the three Russian closed cities of Sarov, Snezhinsk, and Zheleznogorsk. This allowed us the opportunity to ensure the IPP program is tightly linked to achieve the common goal of the long-term economic viability of our projects. Opportunities exist in many other locations including the Ukraine and other Russian cities such as Troitsk. Possible partnerships opportunities exist in Iraq, Pakistan, Libya, and other locations that may profit from our experience in engaging former weapons scientists or technically qualified scientists in developing economically sustainable business opportunities.
