Issues in Performance-Based Design

ABSTRACT

Current seismic codes were developed on the criteria that life safety should be provided under a catastrophic earthquake and damage should be minimal under a severe earthquake. These criteria have been put to the test with recent earthquake events and functionality following an earthquake event has led to the reevaluation of these criteria. This paper presents the general framework for a new generation of seismic codes that are based on different performance requirements of buildings and are currently under study by various professional groups and organizations. The paper identifies the major components of performance based design approaches, presents key issues that arise in the development of such codes and draws from examples of preliminary performance based design procedures currently under consideration.
