What is M&TE?

Measuring and Test Equipment or M&TE, are all of the measuring instruments, measurement standards, reference materials, and auxiliary apparatus that are necessary to perform a measurement. This term includes measuring equipment used in the course of testing and inspection, as well as that used in calibration.

Can I trust a manufacturer's claim of accuracy on a new instrument?

No. According to the experiences of the Nuclear Weapons Complex's Primary Calibration Laboratory, a large fraction of new instrumentation is out of tolerance with respect to manufacturer's documented specifications.
