The Institute for Surety Science and Engineering

"providing an enduring forum to establish and advance the discipline of science-based surety."

The Challenge
Confidently and affordably achieve reliability, safety, and security in critical products and systems.

The Answer
Use Science and technology to eliminate failure. New engineering tools and operating paradigms can be generated and incorporated into design cycles and development methodologies to reduce failure and mitigate risk.

Making it Happen
Establish an institute to provide the nexus of information and engineering interaction. The Institute will focus in three broad areas: Education and information sharing; collaborative research and development; and working real problems.

Education and Information Resource
Objective: The ISSE provides a forum for the exchange of surety knowledge and a resource for the development of surety educational programs.

The Institute is instrumental in driving forward a new discipline built upon the principles and concepts of reliability, safety, and security. The Institute provides education opportunities in each of the surety domains, as well as a Certificate in Surety Engineering.

A university consortium develops curriculum in surety science and engineering at both the undergraduate and graduate levels. Each member university brings unique capabilities and resources to the Institute. Nationwide video classes are encouraged to enhance the exchange of diverse material.

Databases for lessons learned, links to other web sites, and access to subject-matter experts are envisioned to encourage information exchange. A library of documents plus bibliographies and references will expedite technology transfer.

Research and Development
Objective: The ISSE facilitates R&D partnerships for the advancement of the discipline of surety science and engineering.

The ISSE will coordinate partnerships between government laboratories, industries, and universities to pursue reliability, safety, and security of complex systems and critical national infrastructures. The Institute provides a collaborative environment for R&D, establishing research projects and developing business with industry. The Institute provides a facility for training, joint discussions, and sharing of techniques.

Applications Objective: The Institute encourages working collaboratively on real problems.

Many technological and theoretical advances can be developed by working challenging real problems.

Surety is the systemic treatment of reliability, safety, and security . . .

  • Reliability in normal conditions
  • Safety in abnormal conditions
  • Security in malevolent conditions
. . . balancing the cost of providing surety with the consequences of failure.

founding member
of the Institute

The American Surety Awards will recognize excellence in surety science and engineering in much the same way the Malcolm Baldrige Awards recognize excellence in quality. The awards will focus on the use of science and technology to enhance the surety of applications with extreme consequences of failure.

A quarterly journal of the ISSE, titled Surety will be published. The inaugural journal will contain invited tutorial articles and selected papers submitted for the High Consequence Engineering Series 1999. HCE'99 will provide a forum for representatives of the National Laboratories, universities, government agencies, and industry to address the issues of surety for high-consequence systems.
