The ISO 9000 Program has developed a partnership with the Phoenix Police Department (PPD) Records and Identification Bureau (R&I Bureau) with Dave Amari, as the principle contact. This partnership has allowed Dave and I to collaborate on interpreting the ISO 9001:2000 standard, develop white papers, and learn from each other's continuous improvement journeys. This relationship has allowed both organizations to look outside of our industries and learn from one another regarding process discipline, BMS development, training and deployment. Furthermore, both organizations have shared lessons learned, exchanged change management techniques, and process development methodologies to assist our organizations with using process discipline and ISO 9001:2000. Although the PPD and Sandia have different lines of business, we both have many similarities such as; high liability; broad employee experiences, expertise and education, i.e., engineers, scientists, administrative, police, and support personnel; government entity; highly regulated; security, safety and privacy issues; and a diversified customer base.
As part of our collaboration, Dave and I are committed to information sharing, sharing lessons learned, and delivering information briefings. Dave and the PPD management team have hosted several interested parties from Sandia who wanted to learn more about the PPD Business Management System (BMS) design and development journey. In turn the Sandia ISO 9000 Program Manager has provided training material examples, lessons learned and briefings to the PPD management and R&I Bureau. The ISO 9000 Program is tentatively scheduled to host Dave and his commander in late May 2006 or early June 2006 to share their organizations BMS experiences and lessons learned with a broader audience at Sandia. Once we have addressed all the logistics for hosting Dave we will let you know the confirmed date, time, location etc.
During the last year the ISO 9000 Program has provided our customers with different examples of a business/quality manual (Z Operations, Procurement, Telecommunications, off-the-shelf) to review as they develop their BMS. In keeping with the spirit of our collaboration, you will find the PPD R&I Bureau BMS Manual which contains their Enterprise Model and processes. Traditionally one of the most difficult criteria to meet in the ISO 9001:2000 standard is 4.1 identification of processes, 5.5.3 communication process and 7.1 product realization processes. As will be evident as you review the R&I Manual, they meet the intent of all of the above 4.1 criteria, specifically:
Attached you will also find the Investigative System Improvement Report. This report speaks to how the PPD leveraged what they learned from their initial improvement journey of applying process development/discipline and ISO 9001 within the R&I Bureau. The initial improvement journey allowed the PPD to obtain a National Institute of Justice Grant, top management commitment to widen their focus for the use of process discipline and ISO 9001 for all of the department. By focusing on process development/discipline and using ISO 9001 as the basis for their BMS the PPD management, process owners and working staff were able to focus on what was important for the organization to be successful and to satisfy their customers. PPD management considers ISO 9001:2000 certification a by-product of their improvement journey, not the main focus. If you have any questions regarding this information give Dave or me a call.
