CLEARANCE UPGRADE

Clearance Upgrade Request – Upgrades an individual’s clearance from a DOE L to a DOE Q type clearance when the duties of the current position require a higher level of access to classified information.

Prior to completing paperwork, please ensure that the SNL Manager or delegate has created an active relationship for the individual requiring a security clearance in Enterprise Person.

PERSEC 5633.33 - NNSA Personnel Security Clearance Action Request

On this form select "UPGRADE" as the available clearance action

A member of SNL management is required to complete the following:

  • Clearance Justification Narrative to justify the DOE clearance.
  • Supervisor Certification fields
  • Sandia Personnel Security requires a minimum of 5 working days to process a request.
  • Both required forms must be submitted together at the time the badge request is entered via the online Contractor Badge Request application (see below).

Clearance paperwork becomes Official Use Only (OUO) information when completed. OUO information must be encrypted with Entrust when transmitted over a network (including e-mail). Fax completed clearance paperwork if you do not have Entrust.

The individual must read, sign and return the form to the Personnel Security Clearance Office.

Contractor Badge Request Application
Both cleared an uncleared badge requests for contractors and consultants must be initiated via the online Contractor Badge Request (CBR) application. This application is available to users with access to the Sandia Restricted network here. External business partners may access the application via the Sandia External Collaboration Network (ECN) here. For information on how to obtain an ECN account, refer to ECN Account Access. When do I submit the forms and where?
An automatic e-mail notification from Personnel Security will be distributed to the SNL Requester. The SNL Requester can notify the contractor to report to the Badge Office to pick up their badge upon receipt of the automatic e-mail notification.

How will my contractor receive the clearance instructions and paperwork?
When the above forms are submitted, Personnel Security will distribute an e-mail to the clearance applicant with additional paperwork and instructions.
