Who may use

ASCI Red was obtained through the Department of Energy's Accelerated Strategic Computing Initiative (ASCI). Use is currently restricted to U. S. citizens who are working on projects approved by DOE's Defense Programs.

Quotas

Policies and tools to control usage and quotas are under development.
